Book excerpt: This review was undertaken to address the recommendations on the reduction of violence within Canada’s prisons made in the “Report of the Advisory Committee to the Solicitor General of Canada on the Management of Correctional Institutions” (Carson Report) falling within the broad area of inmate population management. The report concludes that violence should be managed through changes in the management of the organization, and characterizes the Service as too centralized in its approach to managing inmates, and not sufficiently aware of regional differences. It also notes that the high rate of inmate transfers (cascading) was tending to destabilize institutional environments The Report’s 50 recommendations included: that CSC establish a single, consistent definition of reception and orientation; better storage and retrieval of dormant offender files; reduction of the institutional classification to four levels (minimum, medium, maximum, S7) to reduce population movement; use of multi-level institutions; revision of the inmate classification system, etc.

The increasing diversity among prisoners raises important questions about how we punish those who break the law. Parole in Canada is the first book to explore how concerns about Aboriginality, gender, and the multicultural ideal of “diversity” have been interpreted and used to alter federal parole policy and practice. Using the Parole of Board of Canada as a case study, this book shows how certain facets of offender differences are selectively included for “accommodation,” while fundamental institutional structures, practices, and power arrangements remain unchanged. Sarah Turnbull argues that, as the current approach fails to challenge outdated notions about gender, race, and aboriginality within the penal system, instead of addressing concerns around diversity, these measures end up contributing to further exclusion and discrimination within the system.
