The scope of the review included all independent municipal police departments. Three key aspects of the existing police complaint process were examined, the adequacy of the existing complaint process, including implications for amending the current legal framework; the conduct of police complaint investigations by independent municipal police departments; and confidence in and satisfaction with the existing process. The report also presented the key findings and recommendations.
