Seven states had seceded, and as many as eight seemed poised to join them, depending upon how the new president handled the secession crisis and its flashpoint: Fort Sumter in South Carolina, the heart of the rebellion. The fate of the republic hung in the balance. The Sumter crisis has been hotly debated and deeply researched for more than 150 years. In this thoughtful reassessment, William Bruce Johnson combines thorough research and the latest historiography with a litigator’s methodical analysis and a storyteller’s eye for meaningful detail. Shortly after taking office, Lincoln decided upon a plan to avoid war with the seceded states while keeping his inaugural promise to maintain a Union military presence in the South. Because he chose not to reveal his plan to anyone, rumors soon spread that he was simply afraid to act. One source of such rumors was Lincoln’s secretary of state, William Henry Seward. Resentful that Lincoln had deprived him of the Republican nomination and convinced that Lincoln lacked the political sophistication necessary to deal with the secession crisis, Seward decided to negotiate with the Confederacy on his own and in secret. General Winfield Scott, meanwhile, the Union’s most senior military officer, had for a decade depended upon Seward for political advice, and now considered himself under orders from Seward, not the president. Johnson traces how Seward and Scott sabotaged Lincoln’s plan. From this account, from his examination of various personalities (such as that of Fort Sumter’s commander, Major Robert Anderson), and from his granular research into aspects of the Order of Battle in Charleston, Johnson has here constructed a new narrative of this crucial period, culminating in a new theory of how and why the Civil War began as it did, and how and why, if the new president’s orders had been properly carried out by Seward and Scott, it might have been averted.

Hope refutes earlier charges of a lack of professionalization in the antebellum American army and an overreliance on the teachings of Swiss military theorist Antoine de Jomini. Book excerpt: The assault on and capture of Fort Pulaski is the story of the elimination of Savannah, Georgia as a Confederate seaport. Of equal importance was the North's successful use of rifled artillery against that masonry fort, a technological turning point equal in significance to the much better known development of ironclad ships. The rifled cannon were developed in the mid-1800s and were first used in siege warfare during the attack against Fort Pulaski. In April 1862, three of those formidable new weapons breached Fort Pulaski's walls within thirty-six hours, forcing the garrison to surrender and closing Savannah's port. This is the first modern account of great Federal labors, under terrible conditions in difficult terrain, to erect the batteries which sealed the Savannah River, isolated Fort Pulaski, and finally forced its surrender amidst the Union army's infighting over who should receive credit for the operation.

Book excerpt: In 1794, faced with possible war with Great Britain, the federal government assumed the responsibility for the construction and manning of seacoast fortifications from Maine to Georgia. Construction was entrusted to French-born engineers, who followed traditional European bastioned designs. In 1806, Britain1s abuse of neutral maritime rights again threatened war, and Congress appropriated funds for additional seacoast defenses. Almost all of the design and construction of these works was supervised by officers of the Corps of Engineers, most of whom were graduates of the new U.S. Military Academy. On the eve of the outbreak of the War of 1812, the defenses of the Atlantic coast and the Mississippi River below New Orleans were substantially complete, manned by regular troops, and performed well. Due to the effectiveness of these fortifications, the United States embarked on construction of a series of permanent seacoast defense systems in 1816 that lasted through World War II.

Book excerpt: Thorough examination of the antebellum fortifications that formed the backbone of U.S. military defense during the National Period The system of coastal defenses built by the federal government after the War of 1812 was more than a series of forts standing guard over a watery frontier. It was an integrated and comprehensive plan of national defense developed by the US Army Corps of Engineers, and it represented the nation’s first peacetime defense policy. Known as the Third System since it replaced two earlier attempts, it included coastal fortifications but also denoted the values of the society that created it. The governing defense policy was one that combined permanent fortifications to defend seaports, a national militia system, and a small regular army. The Third System remained the defense paradigm in the United States from 1816 to 1861, when the onset of the Civil War changed the standard. In addition to providing the country with military security, the system also provided the context for the ongoing discussion in Congress over national defense through annual congressional debates on military funding.
