The UNPO was founded in 1991 to provide a platform for those peoples and minorities who could not otherwise address the international community in its main assemblies such as the United Nations. The mission of UNPO is to assist these peoples to advance their interests effectively through non-violent means, including diplomacy, use of the United Nations and other international procedures for the protection of human rights, developing public opinion and other action-oriented strategies, and exploring legal options to defend their rights. The Yearbook gives a detailed overview of the 1995 activities of UNPO, a review of the position of UNPO members and supporting members, a selection of key documents and the 1995 mission reports. The UNPO Yearbook is unique as it is the only publication which gives access to the material of the UNPO, which currently comprises forty-eight members representing over a hundred million people. It will be published annually to provide a permanent record of all the changes and developments relating to UNPO and to the activities of its members.

Book excerpt: Harvard University's Ethnic Conflict Project analyses ethnic conflict in the former USSR in order to determine its implications for Western assistance and US foreign policy. This report focuses on Russia's role in relation to recent ethnic conflicts in the ex-USSR. Given the West's impotence to resolve civil conflict in places like Cambodia, Somalia and ex-Yugoslavia, Russia has made an "interesting proposition" regarding instability in the multi-ethnic mosaic of the fourteen newly-independent republics of the former Soviet Union. In 1993 it requested that the international community sanction and finance its "peacekeeping" activities in these republics. The report suggests that in each recent conflict Russia has, in fact, intervened to aggravate rather than defuse the unrest for its own strategic objectives. These objectives include guaranteeing access to warm water ports, raw materials and markets and maintaining a buffer zone against traditional rivals - Turkey, Iran, China and Europe. In attempting to protect its aims, the report continues, Russian policy has compromised the sovereignty of each of the former republics of the USSR and forced them into increasing dependence on Moscow. In Belarus, Central Asia and Ukraine, the aims have been pursued via economic and diplomatic means. In Azerbaijan, Georgia, Moldova and Tajikistan, Russiahas been more aggressive. A series of policy recommendations for the US is offered in the final section of the report. The US is advised to oppose the unilateral installation of Russian peacekeepers in the former Soviet republics, to support moderate forces and to counteract nationalist extremists in these republics, to commission fact-finding missions to examine alleged human rights abuses against Russians in Central Asia and to encourage the newly independent states to submit laws pertaining to ethnic minorities to the CSCE or Council of Europe for review. Such measures should help prevent Russia from exploiting minority grievances, the report concludes.

In international conflicts, adversaries may differ de facto on the ground, in terms of population, territory and capability, among other things. As internationally recognized states, however, they have equal de jure status, and fears that inviting the other side to the negotiating tablemight be construed as recognition, for example, rarely intrude. The question of status does pose problems, however, when a conflict is being fought between a recognized state and an unrecognized entity, and these problems may contribute to increase the intractability of such conflicts.This study explores how and to what extent the difference in status between a sovereign state and an unrecognized entity hinders conflict resolution activities. Based on intensive fieldwork and unedited negotiation material, the book provides an in-depth analysis of the negotiations, informal dialogues and grassroots activities that took place in Abkhazia and Georgia between 1989 and 2008.
