Book The Transformation of Criminal Justice

Download or read book The Transformation of Criminal Justice written by Allen Steinberg and published by Univ of North Carolina Press. This book was released on 2000-11-09 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Allen Steinberg brings to life the court-centered criminal justice system of nineteenth-century Philadelphia, chronicles its eclipse, and contrasts it to the system -- dominated by the police and public prosecutor -- that replaced it. He offers a major reinterpretation of criminal justice in nineteenth-century America by examining this transformation from private to state prosecution and analyzing the discontinuity between the two systems. Steinberg first establishes why the courts were the sources of law enforcement, authority, and criminal justice before the advent of the police. He shows how the city's system of private prosecution worked, adapted to massive social change, and came to dominate the culture of criminal justice even during the first decades following the introduction of the police. He then considers the dilemmas that prompted reform, beginning with the establishment of a professional police force and culminating in the restructuring of primary justice. Making extensive use of court dockets, state and municipal government publications, public speeches, personal memoirs, newspapers, and other contemporary records, Steinberg explains the intimate connections between private prosecution, the everyday lives of ordinary people, and the conduct of urban politics. He ties the history of Philadelphia's criminal courts closely to related developments in the city's social and political evolution, making a contribution not only to the study of criminal justice but also to the larger literature on urban, social, and legal history. Book excerpt: During the period of America's swiftest industrialization and urban growth, fire struck fear in the hearts of city dwellers as did no other calamity. Before the Civil War, sweeping blazes destroyed more than $200 million in property in the nation's largest cities. Between 1871 and 1906, conflagrations left Chicago, Boston, Baltimore, and San Francisco in ruins. Into the twentieth century, this dynamic hazard intensified as cities grew taller and more populous, confounding those who battled it. Firefighters' death-defying feats captured the popular imagination but too often failed to provide more than symbolic protection. Hundreds of fire insurance companies went bankrupt because they could not adequately deal with the effects of even smaller blazes. Firefighters and fire insurers created a physical and cultural infrastructure whose legacy—in the form of heroic firefighters, insurance policies, building standards, and fire hydrants—lives on in the urban built environment. In Eating Smoke, Mark Tebeau shows how the changing practices of firefighters and fire insurers shaped the built landscape of American cities, the growth of municipal institutions, and the experience of urban life. Drawing on a wealth of fire department and insurance company archives, he contrasts the invention of a heroic culture of firefighters with the rational organizational strategies by fire underwriters. Recognizing the complexity of shifting urban environments and constantly experimenting with tools and tactics, firefighters fought fire ever more aggressively—"eating smoke" when they ventured deep into burning buildings or when they scaled ladders to perform harrowing rescues. In sharp contrast to the manly valor of firefighters, insurers argued that the risk was quantifiable, measurable, and predictable. Underwriters managed hazard with statistics, maps, and trade associations, and they eventually agitated for building codes and other reforms, which cities throughout the nation implemented in the twentieth century. Although they remained icons of heroism, firefighters' cultural and institutional authority slowly diminished. Americans had begun to imagine fire risk as an economic abstraction. By comparing the simple skills employed by firefighters—climbing ladders and manipulating hoses—with the mundane technologies—maps and accounting charts—of insurers, the author demonstrates that the daily routines of both groups were instrumental in making intense urban and industrial expansion a less precarious endeavor.

Available in PDF, EPUB and Kindle. Book excerpt: Between 1845 and 1855, 2 million Irish men and women fled their famine-ravaged homeland, many to settle in large British and American cities that were already wrestling with a complex array of urban problems. In this innovative work of comparative urban history, Matthew Gallman looks at how two cities, Philadelphia and Liverpool, met the challenges raised by the influx of immigrants. Gallman examines how citizens and policymakers in Philadelphia and Liverpool dealt with such issues as poverty, disease, poor sanitation, crime, sectarian conflict, and juvenile delinquency. By considering how two cities of comparable population and dimensions responded to similar challenges, he sheds new light on familiar questions about distinctive national characteristics--without resorting to claims of "American exceptionalism." In this critical era of urban development, English and American cities often evolved in analogous ways, Gallman notes. But certain crucial differences--in location, material conditions, governmental structures, and voluntaristic traditions, for example--inspired varying approaches to urban problem solving on either side of the Atlantic.

Book Great Pages in History from the Wisconsin State Journal 1852 2002

Download or read book Great Pages in History from the Wisconsin State Journal 1852 2002 written by Frank Denton and published by Univ of Wisconsin Press. This book was released on 2002 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: This fascinating collection reproduces the most important front pages in the history of the Wisconsin State Journal newspaper, from its first publication under that name on September 30, 1852, to the current "War on Terrorism." See what Wisconsinites first read about Abraham Lincoln's election and assassination, Custer's last stand against the Sioux, the first votes by women, Henry Ford's $5 daily wage, the Saint Valentine's Day mob massacre in Chicago, the disappearance of Amelia Earhart as she attempted to fly around the world . . . and the wars, elections, crimes, and social revolutions that have defined the past century and a half. Each front page, reproduced from the original, is readable down to the smallest type. In 2002 the Wisconsin State Journal celebrates its Sesquicentennial, marking one hundred and fifty years of service to the people of Madison and the State of Wisconsin. The newspaper had an earlier inception as the Madison Express in 1839, when Madison was a territorial town on the frontier and statehood was still nine years away. Readers will notice the newspaper's appearance has changed nearly as much as have the methods of gathering the news and producing the paper. But readers' fascination with and hunger for the news of each day remain strong.
