The backlog of asylum cases that should have been cleared by 2011 has reached 32,600, with some people waiting up to 16 years for a decision. Thousands appear to be living in a sub-standard level of housing as part of the COMPASS contract supplied by the private contractors G4S, Serco and Clearel. These companies must be held accountable. The quality of decision making is also of great concern as 30% of appeals against initial decisions were allowed in 2012. The impact of decisions are grave - if asylum is not granted when it should be then the UK is failing to protect a vulnerable person. If asylum is granted when it is not deserved then the UK may well end up harbouring war criminals and terrorists. Those who apply for asylum should be checked against national and international law enforcement agency and security databases to ensure that we are not harbouring those who intend us harm. The Home Secretary has to give assurance that any anomalies in the process, which have allowed decisions such as this to take place, are addressed immediately. The are also oncerns about the level of support available to those who seek asylum in the UK. The Immigration and Asylum Act 1999 section 4, which provides a reduced support system for asylum seekers who had had their claim refused but were unable to return to their country of origin through reasons that were no fault of theirs, is not a solution.

The Government's failure to commission an estimate of these numbers has led to unnecessary anti-immigrant. It is essential that for future enlargement of the EU the Government commission research on the impact of migration to the UK. The Migration Advisory Committee should be tasked by the Government to provide an estimate of the numbers arriving in our country. The Government must also not sell citizenship to the highest bidder. Those who seek to acquire British citizenship should be fit and proper. The Warnings Index and our borders controls are still not fit for purpose and there is a real possibility that dangerous criminals have been able to enter the UK without the authorities knowing. The verdict in the Baksim Bushati case described UK's defences to illegal immigration to be "leaking like a sieve" and Border Force as "powerless" and as "hopelessly undermanned". The Migration Refusal Pool also remains a concern. Capita have found over 34,000 cases where the person has left the UK. Apart from the fact that we have a system where the Home Office cannot know where over 30,000 people are, we then pay a private company, Capita, to clarify that they have left. Capita appear to get paid for just finding out they aren't here, not actively having to do anything to remove them. This work could have been undertaken by the Home Office directly

It compares British users with those elsewhere in the world, showing that the effects are similar everywhere -- cocaine does not addict most of its users. The picture of drug use obtained from addicts in clinics is a distorted one. Cocaine use in Britain has caused much concern but its extent has been unknown. Users are still quite affluent, but when cocaine hits street level -- as it is predicted to do in the late 1990s -- problems are likely to increase.

Its right to do so, and the conditions attached to the exercise of that right, are contained in Article 10 of Protocol 36 annexed to the EU Treaties. The block opt-out covers 130 EU police and criminal justice measures which had been adopted prior to 1 December 2009, the date of the entry into force of the Lisbon Treaty. The Committee has also set out: (i) That there are many problems with the European Arrest Warrant, in its existing form, in particular that it is on a system of mutual recognition of legal systems which in reality vary significantly; (ii) The Committee welcomes and supports the Government's reform package for the arrest warrant; (iii) The Committee recommends separate votes on the arrest warrant to the rest of the opt-in package at an early stage to provide a parliamentary mandate for the Government's negotiations.; (iv) The Committee concludes that if the Government proceeds with the opt-in as proposed, it will not result in any repatriation of powers. Indeed, the increased jurisdiction of the European Court of Justice may result in a net flow of powers in the opposite direction.

Book excerpt: By the end of the twentieth century, Freemasonry had acquired an unsavoury reputation as a secretive network of wealthy men looking out for each others’ interests. The popular view is of an organisation that, if not actually corrupt, is certainly viewed with deep mistrust by the press and wider society. Yet, as this book makes clear, this view contrasts sharply with the situation at the beginning of the century when the public’s perception of Freemasonry in Britain was much more benevolent, with numerous establishment figures (including monarchs, government ministers, archbishops and civic worthies) enthusiastically recommending Freemasonry as the key to model citizenship. Focusing particularly on the role of the press, this book investigates the transformation of the image of Freemasonry in Britain from respectability to suspicion. It describes how the media projected a positive message of the organisation for almost forty years, based on a mass of news emanating from the organisation itself, before a change in public regard occurred during the later twentieth-century. This change in the public mood, the book argues, was due primarily to Masonic withdrawal from the public sphere and a disengagement with the press. Through an examination of the subject of Freemasonry and the British press, a number of related social trends are addressed, including the decline of deference, the erosion of privacy, greater competition in the media, the emergence of more aggressive and investigative journalism, the consequences of media isolation and the rise of professional Public Relations. The book also illuminates the organisation’s collisions with nationalism, communism, and state welfare provision. As such, the study is illuminating not only for students of Freemasonry, but those with an interest in the wider social history of modern Britain.

The reaction of the relatives of victims is generally simpler. They frequently find it impossible to understand how those who kill by dangerous or drunken driving may receive comparatively lenient sentences, while those convicted of manslaughter following a drunken brawl may be dealt with more severely, and yet others, convicted of so-called 'mercy killings', are subject to the mandatory penalty of life imprisonment. This book addresses the powerful and controversial arguments for the current distinctions between murder, manslaughter and other specific categories of crime to be abolished and subsumed within a single crime of culpable homicide. In the course of this analysis the authors consider a number of issues of great contemporary importance, including the presentation of expert evidence in cases involving unexplained infant death, corporate killing, and the question of the defences available to the accused, including self-defence and provocation, where popular notions of what is reasonable or justifiable may be at variance with legal precedent. Book excerpt: The Commons Home Affairs Committee "deplores" News International's attempt to "deliberately thwart" the original investigation into phone hacking in 2005-06 but also states that the police set aside a huge amount of material that could have identified other perpetrators and victims. The committee agrees with John Yates's own assessment that his 2009 review of this investigation was "very poor", that he did not ask the right questions and that he was guilty of a "serious misjudgement". The committee criticises Andy Hayman's cavalier attitude towards his contacts with those in News International who were under investigation which, even if entirely above board, risked seriously undermining confidence in the impartiality of the police, and accuses him of deliberate prevarication in order to mislead the committee. It urges the swift and thorough investigation of allegations that payments were made to police officers by the media, which will help to establish whether or not such payments may have influenced police inquiries into phone hacking. The committee welcomes DAC Sue Akers's decision to contact all potential victims of phone hacking by the News of the World as part of the current investigation, but is alarmed that only 170 have as yet been informed. At this rate it would take years to inform all of the several thousands of people potentially affected. The committee therefore recommends that extra resources are allocated to her investigation, by the Government directly if necessary. The committee also expresses concern about both the scope and understanding of current laws on phone hacking, with prosecutors and police still arguing over the meaning of relevant sections of the Regulation of Investigatory Powers Act 2000. However, this was no reason for the Metropolitan Police to limit their investigation of these matters. Finally, potential victims of phone hacking should be given a means of seeking formal advice from the Information Commissioner and easier access to redress. The Information Commissioner should be given additional powers to deal with breaches of data protection, including phone hacking and blagging. Mobile phone companies should give greater prominence to security advice in the information provided to their customers. The report sets out 24 conclusions and recommendations.
