Book excerpt: The colonial administration passed a Factory Act in 1881, producing the first official definition of ‘factory’ in modern Indian history—as a workplace using steam power and regularly employing over 100 workers. In 1891, the Act was amended: factories were redefined as workplaces employing over 50 workers; the upper age limit of legal ‘protection’ was raised; weekly holidays were established; and women mill-workers were brought within its ambit. Sarkar analyses the two versions of the Act and reveals the tensions inherent within the project of protective labour regulation. Combining legal and social history, he identifies an emergent ‘factory question’. The cotton mill industry of Bombay, long considered as one of the birthplaces of modern Indian capitalism, is the principal focal point of his investigation. Factory law, though experienced as a minor official initiative, connected with some of the most potent ideological debates of the age. Trouble at the Mill explores a shifting set of themes and raises questions rarely thematized by labour historians—the ideologies of factory reform, the politics of factory commissions, the routines of factory inspection, and the earliest waves of strike action in the cotton textile industry in the last quarter of the nineteenth century.

These employees were paid in truck, or in goods rather than currency. This book will explore and analyse the changing ways that truck and workplace deductions were experienced by different groups in British society, arguing that it was far more common than has previously been acknowledged. This is a fictional account of Hong Kong being invaded by the combined forces of France and Russia. This visionary novel by an anonymous author has been forgotten for a hundred years. Yet when published as The Back Door during the negotiations between Imperial China and Great Britain over the lease of the New Territories, the story aroused serious British fears about the possibility of defending Hong Kong against attack. Copies were then to be found on the desks of British officials in London. Matthew Nathan, who became Governor in 1904, was advised to read the book. But it was not only in 1897 that the book was accurate in its observations on military tactics. There are many intriguing parallels with the Christmas 1941 invasion by the Japanese and the role of the Hong Kong Volunteers at that time. Three strategically vulnerable locations identified in The Back Door were considered for attack in 1941. Had the Japanese read this fictional battle when plotting their manoeuvres? If so, The Back Door not only taught one way to defend Hong Kong, but also another to attack it.

Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. At a time when public schools are being subjected to searching criticism and when new educational ideas are gaining political support, The Politics of School Reform, 1870-1940 is a timely reminder of the strength and breadth of those groups that have always supported "free" public schools.
