Book Renewing the physical infrastructure of English further education colleges

Download or read book Renewing the physical infrastructure of English further education colleges written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2009-07-28 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2001, the newly established Learning and Skills Council (the Council) took over a programme of capital works in the further education sector, to renew an estate that was too large, with much of it in poor condition and no longer fit for modern educational purposes. By March 2008, a total of £4.2 billion of projects had been approved 'in detail', including grant support from the Council of £1.7 billion, and about half of the estate had been renewed. Since April 2008, there has been a very serious failure in the management of the programme. It approved 'in principle' 79 colleges' projects, which required nearly £2.7 billion of Council funding more than it could afford. Before the current problems arose, the programme had achieved some successes, enabling the estate to be reduced in size, and the buildings are generally of good quality and are contributing to increased learner participation. The economic downturn could affect colleges' ability to fund projects by restricting their access to loan finance or their ability to sell surplus assets. The indebtedness of the sector is rising. The Council needs to monitor closely the financial health of some colleges, particularly those that have borrowings that exceed 40 per cent of their annual income. In 2010, the Council is expected to be dissolved and its functions taken over by the Skills Funding Agency and the Young People's Learning Agency. There needs to be clarity about responsibilities for the capital programme, and additional administrative burdens on colleges must be avoided.

This book was released on 2011-06-28 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This White Paper sets out the government's policies for the reform of higher education. The reforms seek to tackle three challenges (i) Putting higher education on a sustainable footing; (ii) Seeking to deliver a better student experience - that is, improvements in teaching, assessment, feedback and preparing the student for the world of work; (iii) Pushing for higher education institutions to take more responsibility for increasing social mobility. The Paper is divided into six chapters, with an annex. Chapter 1: Sustainable and fair funding; Chapter 2: Well-informed students driving teaching excellence; Chapter 3: A better student experience and better-qualified graduates; Chapter 4: A diverse and responsive sector; Chapter 5: Improved social mobility through fairer access; Chapter 6: A new, fit-for-purpose regulatory framework. By shifting public spending away from teaching grants and towards repayable tuition loans, the government believes higher education will receive the funding it needs whilst making savings on public expenditure. The reforms aim to deliver a more responsive higher education sector in which funding follows the decisions of learners and successful institutions are freed to thrive. Also, creating an environment in which there is a new focus on the student experience and the quality of teaching and in which further education colleges and other alternative providers are encouraged to offer a diverse range of higher education provision. The Government, through the Office for Fair Access (OFFA), will be introducing a National Scholarship Programme and will also increase maintenance grants and loans for nearly all students. New Technology Innovation Centres will also be rolled out followed by publication of an innovation and research strategy, exploring the roles of knowledge creation, business investment, skills and training.

Book excerpt: Since 1895, When the Confederation Generale du Travail (CGT) was born, the trade union movement in France has experienced a turbulent century of development that has had an enormous impact on French polity, society and economy. During this time, the French labour movement has occupied a unique and crucial place in the European working class movement. In February 1996, Colombia University and New York University marked the centennial of the French labour movement by jointly sponsoring a conference to reflect on the history of this movement and on the future prospects for trade unionism in France. This book presents a collection of papers presented at that conference, written by distinguished historians and social scientists from both France and the United States, as well as by important French trade union leaders. Book Risk Management and Public Service Reform

Download or read book Risk Management and Public Service Reform written by Iniobong Enang and published by Taylor & Francis. This book was released on 2023-04-28 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: School education reform is a dynamic process. It takes place in the context of changing institutional structures including society, economy, politics, legislation, and technology. Yet, there can be poor awareness of risk, particularly social risk, and its management during this process and more widely, during public service reform (PSR). This book aims to promote new PSR understanding about social risk management. It utilizes in-depth case studies comprising two anonymous Scottish councils responsible for providing and reforming school education services. Drawing mainly on risk management and structuration theories with elements of complexity leadership and institutional theories, the book explains contextual issues around the reform of Scottish school education services (SSES). It illustrates that social risks associated with reform can be used to explain emerging threats. Furthermore, it demonstrates that agent-structure duality may be instrumental to the production and management of social risks. The book also shows how the concept of social risk can be used to improve policy making and implementation. Targeted at practitioners, researchers, policymakers, and students, this book will be of interest to those in the fields of public administration, public service management, and risk management more generally.
