Book excerpt: The Repair, Evaluation, Maintenanance and Rehabilitation (REMR) Program is designed to research problems associated with evaluating the condition of existing Civil Works structures and maintaining, repairing, and rehabilitating those structure. This annotated bibliography assesses the applicability to REMR activities of previous environmental research done by the US Army Corps of Engineers . Environmental reports and publications produced by the US Army Engineer Waterways Experiment Station, the Coastal Engineering Research Center, and the Cold Regions Research and Engineering Laboratory were reviewed, and those with potential applicability to REMR were included. The narrative portion of the document contains tables summarizing potential environmental consequences of REMR activities and indicating which bibliographic entries should be consulted for applicable environmental research. Although much work has been done within the last decade that has produced results applicable to REMR activities, several categories of REMR actions and associated environmental impacts have few or no references. Book excerpt: The REMR Research Program was a 6-year, $35-million research effort which was completed in Fiscal Year 1989. The primary objective of the program was to identify and develop effective and affordable technology for maintaining and extending the service life of existing Corps Civil Works structures. For management purposes, the program was broken down into seven broad problem areas: (1) Concrete and Steel Structures, (2) Geotechnical, (3) Hydraulics, (4) Coastal, (5) Electrical and Mechanical, (6) Environmental Impacts, and (7) Operations Management. The report provides an overview of the program and describes selected research results in each of the seven problem areas. Appendix A is a listing of REMR Reports. The REMR Research Program has clearly demonstrated the benefits of research in getting more value for the dollars spent on repair, evaluation, maintenance, and rehabilitation (REMR) activities. Book excerpt: U.S. Army Corps of Engineers projects across the nation have problems with ice every winter. These problems are more serious in the northern states and require considerable effort to maintain or restore normal operations. A survey of Corps projects was conducted by Haynes, Haehnel, and Zabilansky (1993) to identify these problems and their severity. This report presents a large variety of solutions to the problems identified in the survey. These solutions and techniques come from many sources, including the ingenuity of Corps field personnel and research efforts at the U.S. Army Cold Regions Research and Engineering Laboratory (CRREL). According to the survey, the most common method of dealing with ice problems is chipping the ice off. This is labor intensive, time consuming, and hazardous. It is the aim of this work to make available to the Corps much more efficient methods for controlling and removing ice. The more severe the ice problem, the more economically feasible it is to use an ice control technique. The survey identified many solutions, which are summarized under the four categories of operational, mechanical, heat, and manual. This report focuses on new solutions that have been developed to solve ice problems in critical areas. Some of these solutions involve the use of air bubbler systems, and some involve the application of heat in critical locations. These applications are usually designed to prevent ice buildup that can cause problems to normal, safe operations. In some applications, the heaters can be used to shed ice so that normal operations can resume.

Book excerpt: This report describes the REMR Management System, a computer-aided system for managing REMR activities for Civil Works structures. The system consists of three modules: the Basic Functions module, Condition Evaluation and Rating module, and the Consequence Modeling module. The Basic Functions module contains the procedures for data management and life-cycle cost analysis. The Condition Evaluation and Rating module contains a collection of condition evaluation procedures for various types of structures. The Consequence Modeling module includes tools useful for long-term planning. The Basic Functions module is described in detail in this report. The description of the Condition Evaluation and Rating module and the Consequence Modeling module is limited to the presentation of the concepts; the details of these modules will be reported separately. The REMR Management System is designed as a planning tool and an information system for project-level management. It provides procedures for condition inspection and evaluation, data management, and economic analysis. These procedures can be used to prioritize REMR activities based on condition, select maintenance and repair (M & R) alternatives based on performance, and compare the cost of various M & R alternatives based on life-cycle costs. The REMR Management System promotes faster, more objective, condition-oriented performance of REMR work. (KR).
