Book excerpt: Sustainability is based on a simple and long-recognized factual premise: Everything that humans require for their survival and well-being depends, directly or indirectly, on the natural environment. The environment provides the air we breathe, the water we drink, and the food we eat. Recognizing the importance of sustainability to its work, the U.S. Environmental Protection Agency (EPA) has been working to create programs and applications in a variety of areas to better incorporate sustainability into decision-making at the agency. To further strengthen the scientific basis for sustainability as it applies to human health and environmental protection, the EPA asked the National Research Council (NRC) to provide a framework for incorporating sustainability into the EPA's principles and decision-making. This framework, Sustainability and the U.S. EPA, provides recommendations for a sustainability approach that both incorporates and goes beyond an approach based on assessing and managing the risks posed by pollutants that has largely shaped environmental policy since the 1980s. Although risk-based methods have led to many successes and remain important tools, the report concludes that they are not adequate to address many of the complex problems that put current and future generations at risk, such as depletion of natural resources, climate change, and loss of biodiversity. Moreover, sophisticated tools are increasingly available to address cross-cutting, complex, and challenging issues that go beyond risk management. The report recommends that EPA formally adopt as its sustainability paradigm the widely used "three pillars" approach, which means considering the environmental, social, and economic impacts of an action or decision. Health should be expressly included in the "social" pillar. EPA should also articulate its vision for sustainability and develop a set of sustainability principles that would underlie all agency policies and programs.

In a few short years, the environmental movement pushed Republican and Democratic elected officials to articulate a right to clean air as part of a bevy of new federal guarantees. Charged with delivering on those promises, the EPA represented a bold assertion that the federal government had a responsibility to protect the environment, the authority to command private business to reduce their pollution, and the capacity to dictate how they did so. In Valuing Clean Air, Charles Halvorson examines how the environmental concern that propelled the Clean Air Act and the EPA coincided with economic convulsions that shook the liberal state to its core. Business groups, public interest organizations, think tanks, and a host of other actors, including Ralph Nader, wasted little time after the EPA's creation in identifying and trying to pull the new levers of power. As powerful businesses pressed to roll back regulations, elected officials from both political parties questioned whether the nation could keep its environmental promises. In response, the EPA's staff and leadership practiced a politics of the possible, adopting a monetized approach to environmental value that shielded the agency's rulemaking but sat at odds with environmentalist notions of natural rights and contributed to the elevation of economics as the language and logic of policy. As Halvorson demonstrates, environmental protection came to serve as a central battleground in larger debates over markets, government, and public welfare. Prior polarization studies focused exclusively on the modern era, but this work traces party polarization from the constitutional convention of 1787 to the present. Using such a broad historical perspective shows that what was unusual in American history was the period of low polarization from the Great Depression through 1980, rather than the period of high polarization of the modern era. Polarization is the norm of the American system, not the exception, and is likely to persist in the future. More theoretically, party polarization in America has been due to class-based conflict and rent-seeking by the patrician and plebian classes in various historical eras, rather than conflict over cultural values. As in earlier historical eras, modern party polarization has largely been elite-driven, with party entrepreneurs cunningly and strategically using polarization to their advantage.
