Book excerpt: In this paper, the relationship between house prices and rents across eight major metropolitan areas in the U.S. is examined, and a rent price index to provide the framework of our analysis is developed. Adjustments in the rent-price ratio can theoretically occur through the numerator, the denominator, or both. Intuitively, rents are stickier than prices, and therefore, prices are expected to do most of the adjusting when the ratio significantly deviates from historical norms. Our results support this intuition. Our analysis shows that low rent-price ratios are associated with subsequent periods of low or negative house price changes. This implies that house prices overshoot fundamental values associated with capitalization of future rents, and revert to equilibrium through subsequent price correction. Based on rent-price index levels across the eight regions we analyzed, the current housing market correction has already unwound much of its previous overshooting, but it is important to note that the overshooting process may work to the downside as well as the upside. For house price data, we utilize the Samp;P/Case-Shiller Home Price Indices. For rent data, we utilize the Bureau of Labor Statistic's metro area owner's equivalent rent indices, an input to the Consumer Price Index (CPI).

From the Preface: In this book I present what I believe to be the most important theoretical topics in urban economics. Since urban economics is a rather diffuse field, any presentation is necessarily selective, reflecting personal tastes and opinions. Given that, I note on what basis I chose the material that is presented and developed.First, the basic spatial model of a monocentric city is presented, since it lays the foundation for thinking about many of the topics in urban economics. The consideration of space and spatial proximity is one central feature of urban economics that distinguishes it from other branches of economics. The positive and negative externalities generated by activities locating in close spatial proximity are central to analysis of urban phenomena. However, in writing this book I have tried to maintain strong links between urban economics and recent developments in mainstream economic theory. This is reflected in the chapters that follow, which present models of aspects of the most important topics in urban economics--externalities, housing, transportation, local public finance, suburbanization, and community development. In these chapters, concepts from developments in economics over the last decade or so are woven into the traditional approaches to modeling these topics. Examples are the role of contracts in housing markets and community development; portfolio analysis in analyzing housing tenure choice and investment decisions; the time-inconsistency problem in formulating long-term economic relationships between communities, developers, and local governments; search in housing markets; and dynamic analysis in housing markets and traffic scheduling. The book ends with chapters on general equilibrium models of systems of cities, demonstrating how individual cities fit into an economy and interact with each other. This book is written both as a reference book for people in the profession and for use as a graduate text. In this edition, a strong effort has been made to present the material at a level and in a style suitable for graduate students. The edition has greatly expanded the sections on housing and local public finance so these sections could be studied profitably by a broad range of graduate students. Recommended prerequisites are an undergraduate urban economics course and a year of graduate-level microeconomic theory. It is possible that the book can be used in very advanced undergraduate courses if the students are well versed in microeconomics and are quantitatively oriented. Book excerpt: This work exploits the natural experiment provided by the unexpected disintegration of socialist East Germany to study the impact of the mass immigration of East Germans on housing rents in West German metropolitan areas. Using a spatial correlation approach, annual district-level migration data for 1991 and 1992 and unique rental price indicators from Germany’s major regional property market information system, Kathleen Kürschner finds strong evidence for a positive and sizeable effect of immigration on rental prices of residential housing. Additional explorations that employ an IV approach based on various exogenous origin-region push factors related to the deteriorating economic conditions in East Germany yield estimates of even larger magnitude. These results suggest that immigration has important economic effects outside the labour market, traditionally the prime domain of economic enquiries into the consequences of immigration. The author’s findings cast doubt on the appropriateness of this bias in focus./div

The authors describe how the Bureau of Labor Stat. (BLS) estimates tenant rent and owners¿ equivalent rent. They then estimate alternative inflation rates for tenant rent and owners¿ equivalent rent based on Amer. Housing Survey data, following BLS methodology as closely as possible. The authors¿ alternative tenant rent inflation series is generally consistent with the corresponding BLS series. However, their alternative owners¿ equivalent rent inflation series is consistently lower than the corresponding BLS series by an amount large enough to have a significant effect on the overall inflation rate.
