A model of the controlled and uncontrolled rental markets is developed, and compared to the market which would have existed in the absence of controls. The model predicts that uncontrolled rents will be higher than controlled rents, that uncontrolled rents will be higher than rents in the absence of controls, and that the households most likely to be rationed into the uncontrolled market are new entrants to the community, newly formed households, households with children and young households. Hedonic price techniques are used to develop indices of uncontrolled rents relative to controlled rents for standardized sets of housing characteristics. The empirical evidence supports the predictions of the model.
