An Ethical Turn in Governance: The Call for a New Development Narrative posits that the intensification of this crisis is compatible with the root cause of capitalist modernization with its rapid and disorientating changes. To mitigate the accompanying effects, a call is made for [re]conceptualization of the search for a solution through incorporating and strengthening the value of an ethical consciousness in our thinking and policies of governance. The idea is an urgent possibility, perhaps even a controversial and ambitious proposal, for countriesto begin imagining how it might be brought about and what it would look like. The central aim and objective is to move toward a framework for continued theory development and empirical research, thereby offering a new narrative on governance and, by extension, development. Recognizing that the inclusion of an ethical turn in governance is fraught with difficulty because of the different opinions, the relativism of different value systems, and options identified often derived from the perspectives of various stakeholders, a call is made for an interactive discourse in the public sphere. The argument advanced is that a body politic with sensible social values germane to the policy process is the best way in which human conduct is ordered, guided, and appraised in order to live together in well-functioning societies critical for the success of any democracy.

Postcolonial drama, Batra contends, furthers the struggle for gender justice in both these movements by contesting the idea of the heterosexual, middle class, wage-earning male as the model citizen and by suggesting alternative conceptions of citizenship premised on working-class sexual identities. Further, Batra considers the possibility of Indian, Jamaican, and Nigerian drama generating a discourse on a rights-bearing conception of citizenship that derives from representations of non-biological, non-generational forms of kinship. Her study is one of the first to examine the ways in which postcolonial dramatists are creating the possibility of a dialogue between cultural activism, women’s movements, and an emerging discourse on queer sexualities.

In the first chapters, titled “Theoretical Forays,” Meeks makes a conscious attempt to engage with contemporary Caribbean political thought at a moment of flux and search for a relevant theoretical language and style to both explicate the Caribbean’s recent past and confront the difficult conditions of the early twenty-first century. The next part, “Caribbean Questions,” both retrospective and biographical, retraces the author’s own engagement with the University of the West Indies (UWI), the short-lived but influential Caribbean Black Power movement, the work of seminal Trinidadian thinker and activist Lloyd Best, Cuba’s relationship with Jamaica, and the crisis and collapse of the Grenadian Revolution. As evident in its title, “Jamaican Journeys,” the concluding section excerpts and extracts from a longer, more sustained engagement with Jamaican politics and society. Much of Meeks’ argument builds around the notion that Jamaica faces a crucial moment, as the author seeks to chart and explain its convoluted political path and dismal economic performance over the past three decades. Meeks remains surprisingly optimistic as he suggests that despite the emptying of sovereignty in the increasingly globalized world, windows to enhanced human development might open through policies of greater democracy and popular inclusion.
