Recent years have witnessed a strong interest in, and need for, the modernization and upgrading of existing industries and the introduction of new industries. Informed by the evolutionary perspective this book argues that innovations within existing industry paths and the creation of new industries are strongly rooted in the established economic practice. Historically developed skills, existing industrial structure and regional and extra-regional networks form the basis for future regional growth. This volume consists of 11 chapters studying different aspects of regional industrial path development illustrated with cases from Norway, Sweden and Spain. The book also look into the role of policy for regional economic renewal, and argues that economic renewal is fostered by policies that incorporate both actor-based and system-based elements. Such policy mix will provide a vital push towards renewal and new path development. The chapters were originally published as a special issue in European Planning Studies.

Book excerpt: The cities of Lowell and New Bedford in Massachusetts, Jamestown in New York, and McKeesport in Pennsylvania have all undergone years of adversity and decline, their economic bases having been badly damaged by structural changes in the national economy, particularly in the manufacturing sector. In situations like these, can local development efforts make a difference? Ross Gittell answers in the affirmative. This interdisciplinary work focuses on comparative case studies of the four cities. The book reveals how public, private, and community-based local economic development initiatives affect local economic performance: what works and what does not work. City leaders and institutions can help reorganize and "reshuffle" local resources, with results that include increased investment, greater effort by local individuals and institutions, more cooperation among different development interests, and improvement in city economic positioning relative to the regional economy and local development cycles. Gittell emphasizes the possibility of shifting from a "zero-sum game" (attracting jobs from elsewhere) toward the goal of converting underutilized local resources to higher-value uses through alternative forms of economic and political organization. But now both have transformed into increasingly trendy and desirable neighborhoods with old buildings being rehabbed, new luxury condos being built, and banks opening branches in areas that were once redlined. In The New Urban Renewal, Derek S. Hyra offers an illuminating exploration of the complicated web of factors—local, national, and global—driving the remarkable revitalization of these two iconic black communities. How did these formerly notorious ghettos become dotted with expensive restaurants, health spas, and chic boutiques? And, given that urban renewal in the past often meant displacing African Americans, how have both neighborhoods remained black enclaves? Hyra combines his personal experiences as a resident of both communities with deft historical analysis to investigate who has won and who has lost in the new urban renewal. He discovers that today’s redevelopment affects African Americans differentially: the middle class benefits while lower-income residents are priced out. Federal policies affecting this process also come under scrutiny, and Hyra breaks new ground with his penetrating investigation into the ways that economic globalization interacts with local political forces to massively reshape metropolitan areas. As public housing is torn down and money floods back into cities across the United States, countless neighborhoods are being monumentally altered.
