For each country, the authors review the current situation in the domestic power sector, adopt a GIS-based approach to plot renewable energy resources potential, and review currently planned projects and projects under development, as well as the key domestic renewables regulations. Based on such information, least-cost 100% electrification scenarios by 2030 are then modelled and comparative results over the required capacity additions and investment are reported and discussed. The authors also inquire into some of the key technological, economic, policy, cooperation, and financing challenges to the development of a portfolio of renewables to promote energy access in a sustainable way, including a discussion of the challenges and opportunities that might stem from the interaction between local RE potential and natural gas resources currently under development in the region. To conclude, policy recommendations based on the book’s results and targeted at international cooperation and development institutions, local policymakers, and private stakeholders in the region are elaborated.

The book takes a historical, contemporary, and projective outlook using case studies from pre- and ongoing electrification communities in non-Western countries such as Ghana, Kenya, Rwanda, Senegal, Malawi, Tanzania, and Nigeria. Beyond the diverse nature of these countries in terms of their geographical location in West, East, and Southern Africa, each offers a different experience in terms of colonial history, economic and institutional infrastructure, social and cultural context, and level of adoption of off-grid solar technologies. Notably, the book contributes to the off-grid solar and energy justice scholarship in low-income non-Western contexts. It examines various approaches to energy justice and does so by engaging with Western and non-Western philosophical notions of the concept. It takes into consideration the major principles of Ubuntu philosophy with the adoption of off-grid solar technologies, hence enriching the energy justice framework. Finally, the book interrogates the degree to which the social mission that catalysed the expansion of the off-grid solar sector is being undermined by broader structural dynamics of the capital investment upon which it is reliant. It also argues that the ascendance of off-grid solar electrification in Africa is transformative in that it enables millions of people without access to or facing uncertainties linked to centralised grid energy to have access to basic energy services.

By means of a legal and comparative analysis and a seven-step framework, the book explores the current regional mechanisms employed in Africa to address the challenge of energy poverty and access and whether they are effective in tackling the challenge of energy access, including regional energy infrastructure and regional energy regulations. Chapters discuss the evolution of regionalism in SSA and the role of regional cooperation in the development of renewable energy as a means of confronting both energy access and climate change. Specifically the nexus between energy access, renewable energy and climate change is covered as well as the potential of fossil fuels in addressing energy poverty. As elsewhere, in Sub-Saharan African countries there is a high correlation between low per capita consumption of commercial energy and low per capita gross domestic products. In a continent where both per capita income and energy consumption are tragically low, renewable energy could be a valuable contribution to economic growth. Several developing countries among in Sub-Saharan Africa (SSA) are considered as frontrunners for catalyzing economic growth by the development of their energy sectors. These are Ethiopia, Kenya, Benin, Malawi, Ghana, Uganda and Zimbabwe. Lack of access to affordable electricity is a major determinant of poverty in SSA. Urban populations remain underserved by inefficient, unreliable systems, while many rural villagers have no access to electricity except for power provided to relatively affluent households by small, privately owned generators.
