Download or read book Renewable Fuel Standard RFS written by Randy Schnepf and published by DIANE Publishing. This book was released on 2011-05 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: Federal policy has played a key role in the emergence of the U.S. biofuels industry. Policy measures include minimum renewable fuel usage requirements, blending and production tax credits, an import tariff, loans, and research grants. This report focuses on the mandated minimum usage requirements, the RFS, whereby a minimum volume of biofuels is to be used in the national transport. fuel supply each year. It describes the general nature of the RFS mandate and its implementation, and outlines some emerging issues related to the sustainability of the continued growth in U.S. biofuels production needed to fulfill the expanding RFS mandate, as well as the emergence of potential unintended consequences of this rapid expansion. A print on demand report.

Book Implementing the Renewable Fuel Standard with the Renewable Portfolio Standard in the US

Download or read book Implementing the Renewable Fuel Standard with the Renewable Portfolio Standard in the US written by Anthony Oliver and published by . This book was released on 2015 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Renewable Fuel Standard (RFS) and state-level Renewable Portfolio Standards (RPS) have the potential to interact in complex ways because they will both rely on biomass for cellulosic biofuels and bio-electricity. This interaction could be synergistic or competitive; while the implementation of the RFS could divert biomass from electricity generation for biofuels it would also generate electricity as a co-product of the cellulosic biofuel production process. This paper examines the welfare costs and greenhouse gas (GHG) emissions effects of the RFS and RPS implemented jointly and compares them with those of implementing each of these policies by itself over the 2007-2030 period using an integrated, dynamic, price endogenous model of the electricity, transportation and agricultural sectors for the US. We also compare the cost effectiveness of these policies implemented jointly with those of a carbon tax that achieves the same level of cumulative reduction in domestic GHG emissions over 2007-2030 period. We find that the implementation of the RFS will raise the welfare costs of implementing the RPS for the electricity sector by 10% and lower its GHG benefits by 7% relative to those with the RPS implemented by itself. We also find that the global welfare costs of the jointly implemented RFS and RPS policies are significantly higher than those of a carbon tax. However, the former induces a larger shift to renewable energy than the carbon tax alone and thus would achieve larger reductions in domestic GHG emissions in the long run than a constant carbon tax policy.

Book excerpt: Established by Congress as an amendment to the Clean Air Act, the Renewable Fuel Standard (RFS) mandates that U.S. transportation fuel contain a minimum volume of renewable fuel. The mandated minimum volume increases annually and must be met using both conventional biofuel (e.g., cornstarch ethanol) and advanced biofuel (e.g., cellulosic ethanol). For a renewable fuel to be applied toward the mandate, it must be used for certain purposes (transportation fuel, jet fuel, or heating oil) and meet certain environmental and biomass feedstock criteria.

Book Regulation of Fuels and Fuel Additives Changes to Renewable Fuel Standard Program Final Rule Us Environmental Protection Agency Regulation Epa 2018 Edition

Download or read book Regulation of Fuels and Fuel Additives Changes to Renewable Fuel Standard Program Final Rule Us Environmental Protection Agency Regulation Epa 2018 Edition written by Law Library and published by Createspace Independent Publishing Platform. This book was released on 2018-09 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regulation of Fuels and Fuel Additives - Changes to Renewable Fuel Standard Program - Final Rule (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Regulation of Fuels and Fuel Additives - Changes to Renewable Fuel Standard Program - Final Rule (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 Under the Clean Air Act Section 211(o), as amended by the Energy Independence and Security Act of 2007 (EISA), the Environmental Protection Agency is required to promulgate regulations implementing changes to the Renewable Fuel Standard program. The revised statutory requirements specify the volumes of cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel that must be used in transportation fuel. This action finalizes the regulations that implement the requirements of EISA, including the cellulosic, biomass-based diesel, advanced biofuel, and renewable fuel standards that will apply to all gasoline and diesel produced or imported in 2010. The final regulations make a number of changes to the current Renewable Fuel Standard program while retaining many elements of the compliance and trading system already in place. This final rule also implements the revised statutory definitions and criteria, most notably the new greenhouse gas emission thresholds for renewable fuels and new limits on renewable biomass feedstocks. This rulemaking marks the first time that greenhouse gas emission performance is being applied in a regulatory context for a nationwide program. As mandated by the statute, our greenhouse gas emission assessments consider the full lifecycle emission impacts of fuel production from both direct and indirect emissions, including significant emissions from land use changes. In carrying out our lifecycle analysis we have taken steps to ensure that the lifecycle estimates are based on the latest and most up-to-date science. The lifecycle greenhouse gas assessments reflected in this rulemaking represent significant improvements in analysis based on information and data received since the proposal. However, we also recognize that lifecycle GHG assessment of biofuels is an evolving discipline and will continue to revisit our lifecycle analyses in the future as new information becomes available. EPA plans to ask the National Academy of Sciences for assistance as we move forward. Based on current analyses we have determined that ethanol from corn starch will be able to comply with the required greenhouse gas (GHG) threshold for renewable fuel. Similarly, biodiesel can be produced to comply with the 50% threshold for biomass-based diesel, sugarcane with the 50% threshold for advanced biofuel and multiple cellulosic-based fuels with their 60% threshold. Additional fuel pathways have also been determined to comply with their thresholds. The assessment for this rulemaking also indicates the increased use of renewable fuels will have important environmental, energy and economic impacts for our Nation. Book The Renewable Fuel Standard 3 0

Download or read book The Renewable Fuel Standard 3 0 written by Timothy A. Slating and published by . This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Increased reliance on renewable energy technologies remains the best approach to mitigate the environmental and social problems associated with the unsustainable use of finite fossil fuels for our energy needs. The Renewable Fuel Standard (“RFS” or “Standard”) exists as a pioneering pillar in the realm of federal incentives for renewable energy technologies, particularly biofuels. By mandating the commercialization of socially beneficial biofuels, it: (1) improves the environment by reducing climate change inducing greenhouse gas emissions from the transportation sector; (2) increases U.S. energy security by reducing petroleum imports from hostile foreign regions; and (3) serves as a driver for much needed economic development. Moreover, it does this through an exceptionally elegant regulatory regime, which imposes its costs on the petroleum industry and, as such, has very little impact on the federal budget. But a political storm is beginning to brew over the continued implementation and existence of the RFS. Petroleum-related interests, who vehemently oppose the RFS for obvious reasons, continue to outspend the lobbying efforts of stakeholders who support it and the food industry, which continues to cling to the increasingly empirically refuted notion that biofuels have an enormous impact on food prices, are using the 2012 draught as a rallying cry for waiving the RFS's requirements. Congress is beginning to head the call and has considered an increasing number of Bills seeking to either modify or repeal the Standard. In this Article, we provide a thorough analysis of all issues facing the continued implementation and existence of the RFS. We first set out background information on biofuels in general and then provide a detailed overview of the enactment, creation, and implementation of the RFS's regulatory regime. Second, we present a political economy analysis of altering the RFS, where we detail the preferences, critiques, and relative political bargaining power of all affected stakeholders. Next, we detail and comment on all legislative attempts to modify or repeal the RFS that Congress has considered in its current term. Finally, we provide our justified recommendations, which include legislative and administrative reform proposals for moving forward with the Standard. Specifically, we recommend that the biofuel categories under the RFS be expanded to include socially beneficial biomass sourcing at volumetric target levels consistent with current production and blending realities.

This book was released on 2018-09 with total page 238 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regulation of Fuels and Fuel Additives - Renewable Fuel Standard Program (US Environmental Protection Agency Regulation) (EPA) (2018 Edition) The Law Library presents the complete text of the Regulation of Fuels and Fuel Additives - Renewable Fuel Standard Program (US Environmental Protection Agency Regulation) (EPA) (2018 Edition). Updated as of May 29, 2018 Under the Clean Air Act, as amended by Section 1501 of the Energy Policy Act of 2005, the Environmental Protection Agency is required to promulgate regulations implementing a renewable fuel program. The statute specifies the total volume of renewable fuel that the regulations must ensure is used in gasoline sold in the U.S. each year, with the total volume increasing over time. In this context, this program is expected to reduce dependence on foreign sources of petroleum, increase domestic sources of energy, and help transition to alternatives to petroleum in the transportation sector. The increased use of renewable fuels such as ethanol and biodiesel is also expected to have the added effect of providing an expanded market for agricultural products such as corn and soybeans. Based on our analysis, we believe that the expanded use of renewable fuels will provide reductions in carbon dioxide emissions that have been implicated in climate change. Also, there will be some reductions in air toxics emissions such as benzene from the transportation sector, while some other emissions such as oxides of nitrogen are expected to increase. Book The Renewable Fuel Standard

Download or read book The Renewable Fuel Standard written by Terry Dinan and published by . This book was released on 2014-08-02 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Renewable Fuel Standard (RFS) establishes minimum volumes of various types of renewable fuels that must be included in the U.S.'s supply of fuel for transportation. Those volumes -- as defined by the Energy Independence and Security Act of 2007 (EISA) -- are intended to grow each year through 2022. Recently, the requirements of the RFS have been met largely by blending gasoline with ethanol made from cornstarch. In the future, EISA requires the use of increasingly large amounts of "advanced biofuels," which include diesel made from biomass (such as soybean oil or animal fat), ethanol made from sugarcane, and cellulosic biofuels (made from converting the cellulose in plant materials into fuel). A main goal of the Renewable Fuel Standard is to reduce U.S. emissions of greenhouse gases, which contribute to climate change. Policymakers and analysts have raised concerns about the RFS, particularly about the feasibility of complying with the standard, whether it will increase prices for food and transportation fuels, and whether it will lead to the intended reductions in greenhouse gas emissions. This analysis evaluates how much the supply of various types of renewable fuels would have to increase over the next several years to comply with the RFS. It also examines how food prices, fuel prices, and emissions would vary in an illustrative year, 2017, under three scenarios for the Renewable Fuel Standard. Figures and tables.
