The region’s rapid development over the last few decades has been inherently energy-intensive and the impact on global energy security, climate change and the twenty-first-century global system generally is now very significant and will become more so over foreseeable years and decades to come. The region is already the world’s largest energy consumer and greenhouse gas emitter, so establishing cleaner energy systems in East Asia is both a regional and global challenge, and renewable energy has a critically important part to play in meeting it. This book presents a comprehensive study of renewable energy development in East Asia. It begins by examining renewable energy development in global and historic contexts, and situates East Asia’s position in the recent worldwide expansion of renewables. This same approach is applied on sector-specific chapter studies on wind, solar, hydropower, geothermal, ocean (wave and tidal) and bioenergy, and to general trends in renewable energy policy. Governments play a critical role in promoting renewables and their contribution to tackling climate change and other environmental challenges. Christopher M. Dent argues this is particularly relevant to East Asia, where state capacity practice has been increasingly allied to ecological modernisation thinking to form what he calls ‘new developmentalism’, the principal foundation on which renewables have developed in the region as well as how East Asia’s low carbon development is being generally promoted. As these costs become increasingly competitive, private developers, policymakers, and energy system planners are searching for opportunities to harness high-quality renewable energy resources. Developing economies are setting ambitious targets and exploring how cost-effective, grid-connected renewable energy options can help power economic growth and meet growing electricity demands. This includes the member states of the Association of Southeast Asian Nations (ASEAN) that are determined to reach a target of 23% of renewable energy in the region's total primary energy supply by 2025. A critical gap to identifying opportunities and scaling up renewable energy is the lack of quality data and analyses to support decisions on the investment and deployment of renewables - including wind and solar photovoltaics (PV). This work supports decision making by providing high-quality data and spatial analysis of the cost of utility-scale wind and solar PV generation in select countries of Southeast Asia - specifically, the ASEAN member states. Generation costs are expressed as the levelized cost of energy (LCOE) - a commonly used metric that represents the net present value of the unit cost of electricity during the lifetime of a particular electricity generation technology. This is the first spatial estimate of LCOE for these technologies within the ASEAN member states - providing insights into the roles that renewable energy resource quality and other factors may play in generation costs.

The sectors listed as the main focus of this effort included: energy, industrial processes, waste, agriculture, land use, land-use change and forestry (LULUCF). Several initiatives under myriad governments have been launched to reduce Malaysia’s climate change impacts; among those has been the emphasis on renewable energy (RE). Malaysia’s current energy mix relies heavily on coal and natural gas. Long-entrenched subsidies on these energy sources, coupled with greatly depreciating prices make it difficult for new RE producers to enter the market and increase their market share. This is in spite of positive developments in RE infrastructure and reduced RE material costs. Solar, biogas, biomass and mini-hydro have been put forward as the RE sources with the most potential, but all have issues of consistency and reliability. Because small energy generators cannot guarantee infallible energy production, they may not be the most viable options for the long term. Their size also denies them the economies of scale that would reduce their costs. Instead, these higher costs may be transferred to the consumer. Other issues include the competition for land in the development of large-scale solar farms, including the possible loss of community farmlands and hence livelihoods, if not displacement. A push for biomass and biogas as a source of energy might also lead to increased oil palm production to meet the need for consistent supplies of oil palm waste. Biogas from municipal landfills is made even more challenging given that Malaysian municipal waste is not sorted at source. One possible solution is the use of hybrid RE in rural areas, comprising a mix of micro-hydro, solar and diesel-based energy generation as a back-up. However an immediate win is to ensure energy efficiency and public education to encourage emissions reduction and climate change impacts on the individual consumer.

As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

The formation of the East Asian Summit (EAS) group in 2005 adds new momentum to the EMI course in the region. The objective of this edited volume is to present new insights into the understanding of EMI in East Asia and draw implications for further development. This book is the first publication of its kind exclusively focusing on EMI in East Asia. The chapters are written by a distinguished group of specialists in the field of energy policy, business and economics. The covered topics range from the general debates about EMI to regional policy responses. A variety of qualitative and quantitative methods are employed in this book. For qualitative methods, public goods theory and the comparative study method are two examples. The quantitative methods include economic growth theory, principle component approach, input-output table, computable general equilibrium (CGE) models and econometric techniques. Important policy implications can be drawn from the findings. One clear message is that EMI should be promoted actively but in a gradual, incremental manner. Other policy implications are related to inter-regional governance, infrastructure development and gas market integration. The content has not been published elsewhere and hence makes a unique contribution to the literature. There are also case studies of specific energy sectors such as petroleum and natural gas. Overall this book should be of interest to a wide audience such as academia, business analysts and policy makers.
