The changing nature of urbanisation, climate change, water scarcity, environmental values, globalisation and social justice mean that the models of provision of water services and infrastructure that have dominated for the past two centuries are increasingly infeasible. Conventional arrangements for understanding and managing water in cities are being subverted by a range of natural, technological, political, economic and social changes. The prognosis for water in cities remains unclear, and multiple visions and discourses are emerging to fill the space left by the certainty of nineteenth century urban water planning and engineering. This book documents a sample of those different trajectories, in terms of water transformations, option, services and politics. Water is a key element shaping urban form, economies and lifestyles, part of the ongoing transformation of cities. Cities are faced with a range of technical and policy options for future water systems. Water is an essential urban service, but models of provision remain highly contested with different visions for ownership of infrastructure, the scale of provision, and the level of service demanded by users. Water is a contentious political issue in the future of cities, serving different urban interests as power and water seem to flow in the same direction. Cities in Africa, Asia, Australia, Europe and South America provide case studies and emerging water challenges and responses. Comparison across different contexts demonstrates how the particular and the universal intersect in complex ways to generate new trajectories for urban water.

Yet capitalism is not on its deathbed, utopia is not in our future, and revolution is not in the cards. In Capitalism on Edge, Albena Azmanova demonstrates that radical progressive change is still attainable, but it must come from an unexpected direction. Azmanova’s new critique of capitalism focuses on the competitive pursuit of profit rather than on forms of ownership and patterns of wealth distribution. She contends that neoliberal capitalism has mutated into a new form—precarity capitalism—marked by the emergence of a precarious multitude. Widespread economic insecurity ails the 99 percent across differences in income, education, and professional occupation; it is the underlying cause of such diverse hardships as work-related stress and chronic unemployment. Financing the UN’s Sustainable Development Goal 6 for water and sanitation will be enormously expensive and will also depend largely on public water operators. Where will this money to fund public water services come from? One option is public banks. These state-owned institutions constitute just under 20% of global banking assets, holding close to $50 trillion in assets. Many public banks have explicit mandates to finance public water management and related public goods, and they have been doing so for decades. And yet, despite a resurgence of interest in public banks, their roles and potential in funding public water services have been largely ignored by researchers and policy makers. This book aims to measure the scale and nature of interactions between public banks and public water operators in the European region; identify challenges and opportunities for deeper engagement between public banks and public water operators; recognize promising practices and how these might be transferred elsewhere in the world; and assess possibilities for more democratic forms of public bank and public water interactions. In this global era, we live in a world of rising knowledge economies, digital technologies, and awareness of environmental issues. The so-called "modern infrastructural ideal" of spatially and socially ubiquitous centrally-governed infrastructures providing exclusive, homogeneous services over extensive areas, has been the standard of reference for the provision of basic essential services, such as water and energy supply. This book argues that, after decades of undisputed domination, this ideal is being increasingly questioned and that the network ideology that supports it may be waning. In order to begin exploring the highly diverse, fluid and unstable landscapes emerging beyond the networked city, this book identifies dynamics through which a ‘break’ with previous configurations has been operated, and new brittle zones of socio-technical controversy through which urban infrastructure (and its wider meaning) are being negotiated and fought over. It uncovers, across a diverse set of urban contexts, new ways in which processes of urbanization and infrastructure production are being combined with crucial sociopolitical implications: through shifting political economies of infrastructure which rework resource distribution and value creation; through new infrastructural spaces and territorialities which rebundle socio-technical systems for particular interests and claims; and through changing offsets between individual and collective appropriation, experience and mobilization of infrastructure.
