Book excerpt: Shore-based, high frequency (HF) and very high frequency (VHF) radar systems for measuring ocean surface currents have been well detailed in the literature. The use of these systems has been limited to coastal ocean applications since both of the required radar sites must be positioned ashore. To relieve the geometric constraints imposed by two shore sites and allow coverage of more coastal areas, necessitates at least one sea-based system (Skop et al., 1994). Reducing the number of required sites to one increases the ocean area that can be measured. The feasibility of using a single, VHF radar system based on a moving ship for both near shore and deep water area coverage is the subject of this report. In December 1993 and July 1994 a near shore, ship-based data set was taken off the east coast of Key Biscayne, Florida, with overlapping coverage by a shore-based site. The July 1994 experiment also saw deep water data sets acquired as the ship described a square pattern to obtain overlapping grid coverage from the ship itself. The measurement and reduction of ship-induced contamination in the returned Doppler spectra are detailed. By combining ship and shore radial data, two vector current maps off north and south Key Biscayne a obtained. Using the same methodology, the vectorization of the deep water radials produces two more vector current maps from on transmit-receive ship-based site. The deep water surface current maps are dominated by the high speed, northerly flowing Florida Current and are quite accurate. The Key Biscayne surface current maps are less accurate, being dominated by pseudo-currents that are introduced through GPS errors in ship position. These GPS errors lead to inaccurate calculations of the ship velocity and, hence, to inaccurate removal of the ship-induce Doppler currents from the measured currents. (MM).

Indeed, the estuary can only be considered as part of the life cycle of the entire river and the marine area it feeds into: an area particularly subject to human and natural pressures. The main estuaries and deltas of West and Central Africa region provide a variety of goods and services to its coastal population. The most important of them are related to critical fish habitat, wood and charcoal from mangroves, as well as space for agriculture, aquaculture, urban development, tourism and transport. Particular emphasis has been made in this book on mangroves that play a significant role in terms of flood control, groundwater replenishment, coastline stabilization and protection against storms. They also retain sediments and nutrients, purify water, and provide critical carbon storage. Such hydrological and ecological functions explain the focus on serving mangrove ecosystems and the nearby communities, which draw significant income from fishing, rice production, tourism, salt extraction and other activities such as harvesting honey and medicinal plants, hence the need for preserving mangrove ecosystems to ensure sustainability of the estuaries and deltas of West and Central Africa region. The book has a foreword by Mr. Achim Steiner, United Nations Under-Secretary General and Executive Director of UNEP who is stating that credible and up-to-date information is essential for the public at large but more specifically for scientists, researchers, managers, decision-makers all working together in order to safeguard, protect and sustainably manage estuaries, deltas and lagoons, and the coastal and ocean waters of Western and Central Africa.

Book excerpt: The future safety of maritime transportation in the United States-a major factor in the nation's international trade and economic well-being-will depend heavily on the quality of port and waterways information systems. Many U.S. ports and waterways lack adequate information services, although certain elements of advanced systems are now available in some locations. Barriers to improvements in information systems include the division of responsibilities for waterways management among multiple agencies at all levels of government, a lack of coordination among the federal agencies responsible for waterways management, inadequate budgets for some critical maritime programs, the high costs of some specialized technologies, stakeholder opposition to user fees, limited access to certain key data, the incompatibility of many independently developed systems, and the absence of standards for some attractive technologies. In this report, the second phase of a three-year study by the Committee on Maritime Advanced Information Systems of the National Research Council, a strategy is presented for overcoming the major barriers and deficiencies and providing a minimum level of maritime safety information nationwide. In this phase of the study, the committee concentrated on maritime information systems that promote safety, which is the area of greatest need. The committee did not examine in detail the relationship between navigation safety and maritime transportation efficiency or evaluate information systems that promote efficiency; the committee believes, however, that these issues deserve further attention.
