The occupation, which lasted 24 years, was immediately resisted through guerrilla warfare and clandestine resistance. A continuum of effort between the armed freedom fighters in the mountains, the resilience of urban supporters, and international activism and support eventually brought about liberation in September 1999. Given that the Timor rebels did not have a land border with a friendly state, had no external supplier of weapons and no liberated area in which to recover between guerrilla operations, their successful resistance is unique in the history of guerrilla warfare and independence struggles. Equally uncommon was an unexpected weapon in the struggle -- a remarkable display of strategic non-violent action. This is the first study to integrate all the major factors in East Timor's independence struggle. Book excerpt: In a new historical interpretation of the relationship between Australia and East Timor, Susan Connelly draws on the mimetic theory of René Girard to show how the East Timorese people were scapegoated by Australian foreign policy during the 20th century. Charting key developments in East Timor's history and applying three aspects of Girard's framework – the scapegoat, texts of persecution and conversion – Connelly reveals Australia's mimetic dependence on Indonesia and other nations for security. She argues that Australia's complicity in the Indonesian invasion and occupation of East Timor perpetuated the sacrifice of the Timorese people as victims, thus calling into question the traditional Australian values of egalitarianism and fairness. Connelly also examines the embryonic conversion process apparent in levels of recognition of the innocent victim and of the Australian role in East Timor's suffering, as well as the consequent effects on Australian self-perception. Emphasising Girardian considerations of fear, suffering, forgiveness and conversion, this book offers a fresh perspective on Australian and Timorese relations that in turn sheds light on the origins and operations of human violence.

In East Timor widespread Christian faith emerged when suffering and violence were inflicted on the people by the state. Previous RAND studies of nation-building focused on external interveners' activities. This volume shifts the focus to internal circumstances, first identifying the conditions that gave rise to conflicts or threatened to perpetuate them, and then determining how external and local actors were able to modify or work around them to promote enduring peace. It examines in depth six varied societies: Cambodia, El Salvador, Bosnia and Herzegovina, East Timor, Sierra Leone, and the Democratic Republic of the Congo. It then analyzes a larger set of 20 major post-Cold War nation-building interventions. The authors assess the risk of renewed conflict at the onset of the interventions and subsequent progress along five dimensions: security, democratization, government effectiveness, economic growth, and human development. They find that transformation of many of the specific conditions that gave rise to or fueled conflict often is not feasible in the time frame of nation-building operations but that such transformation has not proven essential to achieving the primary goal of nation-building -- establishing peace. Most interventions in the past 25 years have led to enduring peace, as well as some degree of improvement in the other dimensions assessed. The findings suggest the importance of setting realistic expectations -- neither expecting nation-building operations to quickly lift countries out of poverty and create liberal democracies, nor being swayed by a negative stereotype of nation-building that does not recognize its signal achievements in the great majority of cases."--Page 4 of cover.
