Book excerpt: Political scientists are quite good at predicting ‘optimal’ policy positions that - under the given circumstances - allow parties to get maximal payoffs in terms of policy, office or votes. What we do not know is whether parties are actually able to take these positions or whether they are constrained to do so. This book attempts to narrow this gap. The major argument is that parties do not choose policy positions from scratch and that they cannot freely change their policy platforms. Rather, voters’ lacking perception of changing party platforms and intra-party factors constrain parties when shifting their policy positions. An empirical analysis of party policy shifts in ten Western European democracies shows that these constraints differ across parties and thus affect the parties’ position-taking differently. Considering this variation is important to derive more precise predictions for parties’ policy platforms and for our understanding of party behaviour in general. The first part of the volume reviews theoretical motivations behind the growing disdain for the political party. In surveying the parties' lengthy attempt to gain legitimacy, particular attention is devoted to the cultural and political conditions which led to their emergence on the ground' and then to their political and theoretical acceptance as the sole master in the chain of delegation. The second part traces the evolution of the party's organization and public confidence against the backdrop of the transition from industrial to post-industrial societies. The book suggests that, in the post-war period, parties shifted from a golden age of organizational development and positive reception by public opinion towards a more difficult relationship with society as it moved into post industrialism. Parties were unable to master societal change and thus moved towards the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful thanks to their interpenetration into the state, but they have paid' for their pervasive presence in society and the state with a declining legitimacy. Even if some changes have been introduced recently in party organizations to counteract their decline, they seem to have become ineffective; even worse, they have dampened democratic standing inside and outside parties, favouring plebiscitary tendencies. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of the societal and state spheres, but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party. Democracy is still inextricably linked to the party system.

It was with the advent of local campaigns against certain veils in the 1930s, however, that women's dress turned into an issue of national mobilisation in which gender norms would be redefined. In this comprehensive analysis of the anti-veiling campaigns in interwar Turkey, Sevgi Adak casts light onto the historical context within which the meanings of veiling and unveiling in Turkey were formed. By shifting the focus from the high politics of the elite to the implementation of state policies, the book situates the anti-veiling campaigns as a space where the Kemalist reforms were negotiated, compromised and resisted by societal actors. Using previously unpublished archival material, Adak reveals the intricacies of the Kemalist modernisation process and provides a nuanced reading of the gender order established in the early republic by looking at the various ways women responded to the anti-veiling campaigns. A major contribution to the literature on the social history of modern Turkey, the book provides a complex analysis of these campaigns which goes beyond a simple binary between liberation and oppression.
