Book excerpt: Religion under Bureaucracy is an innovative study of religion and politics in the south Indian state of Tamil Nadu which focuses on the relationship between the state and the central religious institution of the area, the Hindu temple. Religion, politics, economy and culture intersect in the temple and Tamil Nadu has 52,000 in all, many richly endowed with land and prominent locally as sources of patronage and economic and political power. Dr Presley examines the institutional challenge that Hindu temples have presented to the developing South Indian state over the last century and a half and the ways in which a government publicly committed to non-intervention in religious matters has come to involve itself deeply in temple life - establishing a presence in temple management, regulating the use of the temple's material and symbolic resources and, beyond this, seeking to control many details of Hindu organisation, economy and worship.

Book excerpt: This book traces the expansion of Islamisation within a modern and plural state such as Malaysia. It elaborates on how elements of theology, sacred space, resources, and their interactivity with secular instruments such as legislative, electoral, and new social technological platforms are all instrumentally employed to consolidate a divine bureaucracy. The book makes the point that religious social movements and political parties are only few of the important agents of Islamisation in society. The other is the modern and secular state structure itself. Weber’s legal rational bureaucracy or Hegel’s ethical bureaucracy predominantly characterises a modern feature of governmentality. In this instance an Islamic bureaucracy is advantageously situated not only within an ambit of modernity and therefore legality, but divinity and therefore sacrality as well. This positioning gives religious state agents more salience than any other form of bureaucracy leading to their unquestioned authority in the current contexts of societies with Muslim majority rule. One of the requisites of this condition is the homogenisation of Islam followed by ring-fencing of its constituents. The latter can involve contestations with women, other genders, ‘secular’ Muslims, non-Muslims as well as dissenting Muslims with their differing truthful ‘Islams’.

The present book analyzes the text of Q in order to rediscover the terminological and ideological traces of the activity of these sub-elite scribes in the Sayings Gospel. Given the bureaucratic positions occupied by the members of this group, the peculiar use of the phrase Basileia tou theou carries a specific significance for its theological political implications. On the basis of Giorgio Agamben's recent revision of the category of political theology, the attitude of Q on divine kingship is understood as an instance of sub-elite negotiation of social and political positions vis-a-vis the expansion of Roman imperial hegemony in the eastern Mediterranean. In this context the author(s) of Q envisage apocalyptic scenarios in which divine kingship replaces human rulers and native sub-elite bureaucrats can share in the exercise of cosmic government.
