Book excerpt: This book sheds light on the so-called ‘Moro Doctrine’, an Italian state security policy which has been portrayed in literature as an under-the-counter agreement made between Italy and Palestinian movement during the Cold War. The Moro Doctrine, or ‘Lodo Moro’ as it is known in Italy, aimed to protect the peninsula from Palestinian attacks by allowing terrorists to use Italian territory as a base for weapons and guerrilla fighters. Responsibility for the ‘Lodo’ was instrumentally placed on Aldo Moro, the five- time Prime Minister of Italy, after his death, and since then his name has become indelibly linked with the shame of having negotiated with Palestinian terrorists. Thanks to records collected from over twenty archives in Italy, the USA, France, Germany, Britain and Russia, concrete evidence shows that the significance of this agreement needs to be rethought. The author argues that the decision to adopt the Lodo was not solely made by Moro, but also involved key figures of the Christian Democrat and Socialist parties, various magistrates and even the President of the Republic. It illustrates how terrorism was used as an effective tool in international diplomacy to influence foreign and domestic policies. Book excerpt: This book explores the path that led to the Treaty of Rapallo (1920) between Italy and the new Kingdom of the Serbs, Croats and Slovenes, later the Kingdom of Yugoslavia, in the aftermath of the First World War, when the territories of the former Austro-Hungarian Empire were allotted to new and existing states, with regard as far as possible to the nationalities of the people living in the various territories in addition to the future of Montenegro and Albania. Based on vast archival documentation and published sources, the contributors to this book discuss the nature of the disputes which arose in the Adriatic area, often as the result of the inhabitants of the different territories being of several nationalities, and examine how the disputes were concluded. The book charts the disappointments of both Italians and Yugoslavs, the Italians disappointed that the terms of the Treaty of London of 1915, which promised Dalmatia to Italy in return for Italy entering the war against the Austro-Hungarian Empire, were not fulfilled. The Yugoslavs were disappointed loosing territories containing large Yugoslav populations. Cold War-related research has mostly interpreted it as an instrument to pursue European integration, or to solidify détente "from below". However, municipalities were not only administrative, neutral actors, but also bearers of political content. This is particularly visible in the case of Italian towns located in the Western bloc, guided by socialist-oriented administrations, and their "twin" counterparts in the German Democratic Republic. This volume explores the connections initiated by such towns in the 1960s-1970s, focusing on socialist-specific conceptions which fueled the policies implemented by "red" municipalities, in managing local economies and social policies, but also in maintaining a lively and interconnected transnational microsociability among grassroots activists. Despite the increasing ideological divergences between Eastern and Western communists, and between Italian democratic communists and the more dogmatic and repressive, strictly pro-Soviet ones in the GDR, communication continued to flourish on the local level. The book explores what still linked the two worlds together, the "bright side of socialism": in this case, a common symbolism related to the past, practical exchanges in the present dimension, and a shared future imagination and conception of the town on the basis of a socialist horizon, built around welfare and services for citizens and workers.

The keen desire of the Colonial Powers to acquire new mar kets and sources of raw materials by diplomatic pressure or force have been, according to him, "the chief directing influences in foreign policy, the chief causes of competing armaments, and the pennanent under lying menaces to peace.
