In this volume, the approach applied to unmagnetized plasmas in volume 1 is generalized to magnetized plasmas. First, a covariant version of nonquantum kinetic theory is formulated for single-particle (emission and scattering) processes and the collective-medium response. The relativistic quantum treatment is based on solutions of Dirac's equation for an electron in a magnetostatic field, and single-particle processes are treated using a magnetized version of QED. The response of an electron gas is derived by generalizing the derivation of the response of the magnetized vacuum.

We were not disappointed as we received the warmest of welcomes from our graceful and charming host,Vinod Krishan. She and her colleagues worked tirelessly to make our stay a most memorable one and to ensure that the meeting ran with calm and efficiency. In addition to being stimulated by an excellent series of talks on the up-to-the minute advances in our subject, it was a pleasure to make new friendships from so many countries and to learn, in particular, of the Solar Physics being done in India which has a great tradition and is of a high standard. Furthermore, we enjoyed hearing about Indian culture and appreciating its beauty, especially on our day's tour into the countryside to visit some Hindu and Jain temples.

The second half of this volume is concerned with the theory of and experiments on the many body problem posed by fractional effect. Specific unsolved problems are mentioned throughout the book and a summary is made in the final chapter. The quantum Hall effect was discovered on about the hundredth anniversary of Hall's original work, and the finding was announced in 1980 by von Klitzing, Dorda and Pepper. Klaus von KIitzing was awarded the 1985 Nobel prize in physics for this discovery.
