It also outlines the theoretical underpinnings of an econometric model to explain productivity growth and gives a brief summary of regression results for Canada, the United States, Japan, and West Germany. It analyzes the causes of the slowdown in Canadian productivity since 1973 using the estimated equations. In addition, it examines the reasons for Canada's poor manufacturing productivity performance relative to that of the major economies and summarizes the findings of the study.

Book excerpt: The Balassa-Samuelson model, which explains real exchange rate movements in terms of sectoral productivities, rests on two components. First, for a class of technologies including Cobb-Douglas, the model implies that the relative price of nontraded goods in each country should reflect the relative productivity of labor in the traded and nontraded goods sectors. Second, the model assumes that purchasing power parity holds for traded goods in the long-run. We test each of these implications using data from a panel of OECD countries. Our results suggest that the first of these two fits the data quite well. In the long run, relative prices generally reflect relative labor productivities. The evidence on purchasing power parity in traded goods is considerably less favorable. When we look at US dollar exchange rates, PPP does not appear to hold for traded goods, even in the long run. On the other hand, when we look at DM exchange rates purchasing power parity appears to be a somewhat better characterization of traded goods prices.

Book excerpt: The MACE model of Canada employs a nested production structure in which there is a vintage bundle of capital and energy that is combined with efficiency units of labour to define potential output for given quantities of employed factors. The actual level of output is derived from an estimated utilization-rate equation, in which the ratio of actual to potential output depends on unexpected sales, profitability, and the gap between actual and desired inventories. Using this production structure, it is possible to attribute 30% of the decline in labour productivity between 1973 and 1982, relative to a steady growth case, to desired substitution of labour for energy, one-third to unexpectedly low demand, and one-fifth to low profitability. The unexplained residual is less than one-fifth. The macroeconomic structure of the model is then used totrace the underlying reasons for the differences between steady growth and actual history. It is concluded that most of the changes in factor proportions, demand, and profitability in Canada were due to the changes in world oil prices and the parallel changes in inflation and real output in other industrial countries.

Book excerpt: The relationship between labour productivity growth and the growth of consumption wages (wages deflated with the consumer price index) is mediated not only by changes in the labour share, but also by changes in the relative prices of output and consumption goods, that is, labour's terms of trade. [...] The growth of consumption wages (nominal wages deflated by the CPI or another consumption deflator) is more directly relevant to living standards than the growth of product wages (nominal wages deflated by the GDP deflator, but is less directly linked to labour productivity growth because of the effects of the terms of trade for labour, that is, the differences between the prices for the goods tha [...] The fall in labour's share of GDP explained the last fifth of the gap between the growth of real median earnings and the growth of labour productivity over the 1980-2005 period. [...] In contrast with Fisher and Hostland, Russell and Dufour (2007) argue that the growth of real wages has not kept up with the growth of labour productivity in the long- term, and that the divergence between labour productivity and real wages is thus a legitimate cause for concern. [...] First, they found that much of the difference between the growth rate of labour productivity and the growth rate of product wages occurred in the late 1990s.

Book excerpt: The paper examines the industry characteristics that are related to the shifts in competitiveness, measured as the relative common-currency price ratios between Canadian and US manufacturing prices. We find that relative input costs and relative productivity growth are the two most important factors influencing changes in relative Canada/US prices. Competitive pressures emanating from trade are important determinants of the extent to which relative productivity differences are passed through to cross-country relative prices. We also find that the magnitude of domestic market competition and export intensity affects the short-run relative price shifts over the cycle of exchange rate.

This paper reports on the average growth in provincial labour productivity from 1997 to 2005. It examines how medium-term differences in productivity growth have affected the relative levels of labour productivity in different provinces. The data show that the relative position of most provinces has remained fairly stable over the 1997-to-2005 period when benchmarked against changes in the national average. The notable exception is Newfoundland and Labrador, which experienced much stronger average productivity growth during this period than other provinces. This growth substantially improved its relative labour productivity when evaluated in real terms. The paper also examines the effect that a second factor -- changes in the prices received for products -- has had on nominal productivity differences between provinces. The data show that the resource-rich provinces of Alberta and Newfoundland and Labrador have benefited substantially from higher relative prices.
