Book excerpt: A high recidivism level, despite attempts by regulatory agencies and various institutions to decrease it, is currently a disturbing problem of the juvenile justice system. Adjudicated youth released from residential treatment centers are often reincarcerated within 3 years after their release. Residential treatment centers provide mandated educational and treatment services for all incarcerated youth. The educational programs offered by residential treatment centers should include academic and career technology programs which support community reintegration. The opportunity for students to receive a high school diploma and industry certifications for career readiness is an important way to decrease recidivism for juveniles. This study sought to establish if there were obvious associations between recidivism, educational tracks, adverse childhood experiences, hometown, and a checklist criterion termed IVALIDATE for students enrolled in a Mid-Atlantic region residential treatment center. A total of 200 randomly sampled treatment center records were analyzed in the study. The research findings confirm that students in vocational education had lower recidivism compared to students in general academics, but only if their adverse childhood experiences scores were low. IVALIDATE completers also showed lower recidivism than noncompleters if their childhood experiences scores were low. If the score was high, students from Baltimore showed higher recidivism than students from other hometowns. These results warrant further study by policymakers and criminal specialists who must improve and execute programs to help juveniles develop into positive, independent contributors to the labor force and civilization.

Based on this increase, the juvenile justice system's ability to function could be diminished. It is important to properly rehabilitate individuals in order to reduce recidivism rates, and society cannot rehabilitate individuals if they do not know the influential factors of reoffending. This research focuses on influencing factors of reoffending among youth centering on recidivism rates of juvenile offenders by utilizing a secondary data set collected by Dr. Jeffrey Lin and New York City titled, "Impact of Institutional Placement on the Recidivism of Delinquent Youth in New York City, 2000-2003". While controlling for race, gender, mean family income, and parental figures in the household, this study measures how mental health problems, Adverse Childhood Experiences (ACEs), and other risk factors impact recidivism rates at six- and eighteen-month intervals through Multivariate Regression Analysis.

It presents new results from the Cambridge Study in Delinquent Development (CSDD), which is a unique longitudinal study of the development of offending from age 10 to age 61. Previous results obtained in the CSDD are reviewed, and then new findings from official criminal records up to age 61 are presented: on offending at different ages, continuity in offending, ages of onset, and criminal career duration. The number of offenders and offenses between ages 50 and 61 is noteworthy. The book then presents results on self-reported offending in different age ranges up to 48: on prevalence, frequency, continuity, and comparisons with official records that suggest that official records only capture the tip of the iceberg of offending. It then analyzes different trajectories of official offending up to age 61 and shows to what extent they could be predicted by childhood risk factors. New results from the CSDD in the last 10 years are then presented, followed by a discussion of the relevance of all the findings for criminological theories and public policies such as early intervention. Book excerpt: Empirical evidence has supported the argument that childhood trauma is associated with an increased likelihood of engaging in juvenile delinquency. Less is known, however, about how one's level of resilience might affect this relationship. The purpose of the current study was to explore how ACEs were related to offending behavior, as well as the impact that resilience had on that relationship. Furthermore, in response to the emerging academic focus on contextual resilience domains, this study examined whether these different domains of resilience (i.e., individual, peer, family, school, community) were conceptually distinct from one another. Steps were also taken to assess the unique impact that each resilience domain had on the relationship between trauma and delinquency. Statistical analyses were conducted on a sample of 50,862 PACT assessments of justice-involved youth to examine: (1) how ACEs were related to offending behavior (i.e., recidivism); (2) how resilience was related to offending behavior; (3) whether different resilience domains reduced the impact of ACEs on recidivism; and (4) whether the effect of resilience was consistent across ACE scores. Results indicated that ACEs were related to both general and violent recidivism, and that the more exposure youth had to childhood trauma, the more likely they were to engage in criminal behavior. Analyses also indicated that recidivism decreased as resilience rates increased. Significant decreases in likelihood of reoffending were observed in all resilience domains. When youth had higher levels of resilience, the impact of their ACEs on subsequent offending behavior was reduced. In general, findings suggested that resilience has a moderating effect on the relationship between ACEs and recidivism that varies across levels of ACEs. Policy implications of these findings and suggestions for future research are also discussed.

Book excerpt: Adolescence is a distinct, yet transient, period of development between childhood and adulthood characterized by increased experimentation and risk-taking, a tendency to discount long-term consequences, and heightened sensitivity to peers and other social influences. A key function of adolescence is developing an integrated sense of self, including individualization, separation from parents, and personal identity. Experimentation and novelty-seeking behavior, such as alcohol and drug use, unsafe sex, and reckless driving, are thought to serve a number of adaptive functions despite their risks. Research indicates that for most youth, the period of risky experimentation does not extend beyond adolescence, ceasing as identity becomes settled with maturity. Much adolescent involvement in criminal activity is part of the normal developmental process of identity formation and most adolescents will mature out of these tendencies. Evidence of significant changes in brain structure and function during adolescence strongly suggests that these cognitive tendencies characteristic of adolescents are associated with biological immaturity of the brain and with an imbalance among developing brain systems. This imbalance model implies dual systems: one involved in cognitive and behavioral control and one involved in socio-emotional processes. Accordingly adolescents lack mature capacity for self-regulations because the brain system that influences pleasure-seeking and emotional reactivity develops more rapidly than the brain system that supports self-control. This knowledge of adolescent development has underscored important differences between adults and adolescents with direct bearing on the design and operation of the justice system, raising doubts about the core assumptions driving the criminalization of juvenile justice policy in the late decades of the 20th century. It was in this context that the Office of Juvenile Justice and Delinquency Prevention (OJJDP) asked the National Research Council to convene a committee to conduct a study of juvenile justice reform. The goal of Reforming Juvenile Justice: A Developmental Approach was to review recent advances in behavioral and neuroscience research and draw out the implications of this knowledge for juvenile justice reform, to assess the new generation of reform activities occurring in the United States, and to assess the performance of OJJDP in carrying out its statutory mission as well as its potential role in supporting scientifically based reform efforts.

Book excerpt: A significant amount of youth involved in the juvenile justice system have experienced childhood a traumatic event or been exposed to trauma and the mental health consequences of such events may have assisted in the development of the mental health and behavioral problems that resulted in juvenile court involvement. Additionally, within the juvenile justice population, there has been a current trend toward increase recidivism rates. This study examined the relationship between trauma exposure and recidivism rates in a sample of juvenile offenders. Results of the statistical analyses suggest that there are not significant differences between the rates of recidivism of juvenile offenders with a history of trauma and those without. It was determined that there are significant differences between the rates of recidivism between male and female offenders when both have experienced trauma exposure, with males experiencing higher rates of recidivism. It was also found that there are differences between recidivism rates in males who have been exposed to trauma and male offenders who have not been exposed to trauma. It was determined that there are significant differences between the rates of recidivism when the second offense is a felony offense in a group of juvenile offenders with a history of trauma. The clinical implications of this study highlight the importance of assessing for trauma history several months after a juvenile enters into the juvenile justice system, and not just upon initial entry. The goal for mental health clinicians should be to identify formative experiences and ways of coping that developed as a result of suffering trauma (including the trauma of entering into the juvenile justice system), not to determine mental health diagnoses or issues.

The state of Texas deals with some of its most serious and violent youthful offenders through “determinate sentencing,” a unique sentencing structure that blends parts of the juvenile and adult justice systems. Once adjudicated via determinate sentencing, offenders are first incarcerated in the Texas Youth Commission (TYC). As they approach age eighteen, they are either transferred to the Texas prison system to serve the remainder of their original determinate sentence or released from TYC into Texas’s communities. The first long-term study of determinate sentencing in Texas, Lost Causes examines the social and delinquent histories, institutionalization experiences, and release and recidivism outcomes of more than 3,000 serious and violent juvenile offenders who received such sentences between 1987 and 2011. The authors seek to understand the process, outcomes, and consequences of determinate sentencing, which gave serious and violent juvenile offenders one more chance to redeem themselves or to solidify their place as the next generation of adult prisoners in Texas. The book’s findings—that about 70 percent of offenders are released to the community during their most crime-prone years instead of being transferred to the Texas prison system and that about half of those released continue to reoffend for serious crimes—make Lost Causes crucial reading for all students and practitioners of juvenile and criminal justice.
