Book excerpt: The number of children in foster care continues to rise with 442,995 in foster care according to the Adoption and Foster Care Analysis and Reporting System (AFCARS) Report, (2018). Although many scholarly articles on the foster care system have been published in recent years, limited studies existing on efforts to recruit with kinship or non-related foster parents. With the number of foster children placed in non-related foster homes outnumbering those in kinship homes, the present study is designed to increase understanding of how knowledge of the foster care system, perceptions of the foster care system and foster parents, and personality traits of agreeableness, openness, and conscientiousness impacts prospective foster parents willingness to foster a non-related or kinship child. One finding from the study was that only the personality trait of Conscientiousness predicted willingness to foster a non-related child with R = .195, R2 =.038, F(1,78) =.3.068, p = .084. Another outcome of the study showed that Perceptions of the Foster Care system and the personality trait of Conscientiousness predicted willingness to foster a kinship child at R = .195, R2=.038, F(1,78) =.3.068, p = .084, and R = .187, change in R2= .035, F(1,78) = 2.834, p = .096 respectively. This is one of the first exploratory studies to contribute to the identification of personality traits or knowledge or perceptions of the foster care system with the potential to predict willingness to foster either non-related of kinship children. Future research in this area should continue in attempts to close the gaps between the number of children entering into foster care and the number of foster homes available for them.

Book excerpt: This study examined the influence of personality traits and parenting styles on willingness to foster juvenile sex offenders. Although clinical interviews are used to screen potential therapeutic foster parents, no screening instruments examine willingness, from a personality or parenting platform, to foster juveniles who sexually offend. Failure to assess for qualified therapeutic foster parents could yield multiple out-of-home placements and psychological damage to the juvenile in foster care. Guided by Bandura's social learning theory, this quantitative study of current and incoming therapeutic foster parents (N = 60) examined personality traits and parenting styles using the NEO Five Factor Inventory (NEO-FRFI-3), the Parent Child Relationship Inventory (PCRI), and the Willingness to Foster Scale-Emotional and Behavioral Problems (WFS-EBP [40] through a multiple regression design. Although there is a research on the nEO-FFi-3 and the PCRI within clinical and research settings, neither instrument has been used in conjunction with the WFS-EBP (40). A multiple regression analysis addressed the strength and influence of five personality traits and three parenting styles as it related to the dependent variable, willingness to foster juvenile sex offenders. The results of this study revealed the personality traits and parenting styles were not significantly related to the dependent variable. Implications for positive social change include an improved foster parent selection process which can lead to increased recruitment and retention rates of foster parents.

Book excerpt: Children who have been victims of sexual abuse often exhibit a wide range of negative behavioral, emotional, and psychological outcomes. Children involved in the foster care system are particularly likely to have experienced sexual abuse, and are also at a greater risk for subsequent pathology. While sexual trauma is relatively common in foster child populations, little is known about foster parents’ knowledge of sexual trauma and its effects on children. Furthermore, little research has been done regarding foster parents’ perceptions of sexually abused children, nor on foster parents’ willingness to foster such children. These variables are particularly salient given the important role that parents and families play in moderating the effects of child sexual abuse (CSA). Two final variables likely relevant to the parenting of sexually abused foster children are parental sense of competence and parental self-efficacy. While parental sense of competence and self-efficacy have been linked to positive parenting and child outcomes in the general population, little research has examined these constructs as they relate to foster children, particularly sexually abused foster children. This study attempted to examine foster parents’ (a) knowledge of childhood sexual abuse effects and treatment options, and (b) sense of competence and self-efficacy as they relate to (c) the willingness and likelihood of retainment of a foster child by the foster parent. Three hypotheses were tested: (1) Increased foster parent knowledge of the effects of CSA will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by parental competence/self-efficacy; (2) Increased foster parent knowledge of treatment options for CSA will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by foster parents’ likelihood of seeking treatment; and (3) Increased foster parent likelihood of seeking treatment will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by foster parents' sense of competence and self-efficacy. The participants in this study were 201 current or former foster parents who had fostered at least one child in the United States. Participants were recruited online and through local agencies and fostering support groups. All participants completed the following measures: the Parenting Sense of Competence (PSOC), the Multidimensional Scale of Perceived Parental Efficacy (MSPPE), the Attitudes and Knowledge of Sexual Trauma Outcomes (AKOSTO), the Knowledge of Treatment (KoT), the Likelihood of Seeking Treatment (LST), the Willingness and Likelihood to Retain (WiLi-R), and a demographic form. Confirmatory factor analyses were used to assess construct validity of the AKOSTO, KoT, LST, and WiLi-R, as these measures were developed specifically for this study. Measures were then revised and re-analyzed in order to ensure good model fit. Moderate to good fit was obtained for each measure except the LST. The data were then analyzed using a series of moderated multiple regressions to test the three research hypotheses. Direct effects were found for parental sense of competence and for knowledge of effective treatment options for negative outcomes of child sexual abuse. No moderation effects were detected. Results suggest that parental sense of competence and knowledge of treatment play a significant role in a foster parent’s reported willingness to foster a child with a history of sexual abuse. Future research should focus on replicating results and on developing interventions to increase foster parents’ competence, particularly in working with children who have experienced sexual abuse.

Book excerpt: In this qualitative study the relationships of seven adults who lived in foster care in British Columbia were explored through questionnaires and interviews. The interviews focused on participants' relationships with birth parents; social supports; comfort with individuals and groups; perceptions of trust and the impact of foster care on relationships; relationship anxieties and avoidances; and important adult influences. Three themes emerged through analysis: apprehension in getting close to others, awareness of dysfunction, and holding onto specific others. This study contributes to foster care research the much needed perspective of adults who have lived in care, and provides increased understanding of the impact of foster care on relationships. The findings of this study support research advocating for long-term placements; support services for foster children and caregivers; consideration for alternative types of care; and the significant role of "very important persons" in the lives of individuals who grew up in foster care.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: The research problem in this thesis can be briefly stated as a study of a general population to test certain demographic variables, in particular those of income, age and education, which may or may not have a significant relationship to an expressed willingness to care for foster children; and to further examine whether certain special characteristics of a child, in particular those of increased age, physical handicap, minor emotional problems or mental retardation, further increase unwillingness to care for foster children. The sample was selected by a two- stage cluster sampling taken from the Southeast catchment area of metropolitan Portland, Oregon. From this sample of 787 individuals, the survey was conducted by trained interviewers, using a questionnaire and personal interview. The data used in this research project were then extracted from the larger survey, and computed to determine the relationship of age, income and education to willingness to care for foster children. The data were extracted on the basis of the chosen variables of income, age and education and five questions relating specifically to willingness to care for foster children. As had been anticipated, the findings showed that the general population is not willing to care for foster children. However, certain significant findings were related to willingness to care for foster children. A significant relationship was found between income and willingness to care for foster children in that those respondents with incomes between $4,000-$20,000 expressed the most willingness to care for foster children while there was significant underrepresentation in both the highest and lowest income groupings to express a willingness to care for foster children with an almost lineal relationship of decreasing age with increasing willingness to care for foster children. There is no significant relationship, it was found, between education of the respondent and willingness to care for foster children. There is a lineal relationship of increasing willingness to care for foster children with increasing age of the foster child. Of those individuals expressing a willingness to care for foster children, there is no significant decrease in willingness because of physical disability, minor emotional problems or mental retardation.
