Book excerpt: By introducing the Wider Europe concept and the European Neighborhood Policy, the European Union has actually entered a region which Russia has long considered the sphere of its national interests. Despite the fact that both Moscow and Brussels have repeatedly stated that their respective regional projects in the Post-Soviet Space are not competitors, the steady Euro-Atlantic integration of Ukraine since the Orange Revolution of 2004 has been accompanied by increasing tension in Russian-Ukrainian relations. The present Occasional Paper, which analyses the geoeconomic, geopolitical and socio-cultural dimensions of relations in the Russia-EU-Ukraine triangle, suggests that these relations represent a kind of 'zero-sum game'. Regardless of the fact that Russia and the EU would like to avoid any clash in the Wider Europe, both sides have been pursuing their own strategies with the same goal in mind--shaping the Post-Soviet Space (PSS) according to their vision. Guided by these diverging visions for the PSS, it seems likely that Moscow and Brussels will seek to achieve different objectives, eventually reaching the point where their strategies and methods will generate tensions or even serious problems in their bilateral relations. Ukraine's European project as it is currently evolving with the support of Brussels tends to undermine the main components of Moscow's regional project for the PSS. As Kyiv tries to speed up its European trajectory without becoming overtly hostile to Moscow, it is weakening or even directly jeopardising the Russia-led political, social and economic structures based on the bonds that linked the states of the former Soviet Union--the common industrial complex, intertwined political developments and the single cultural space. Therefore, as a matter of urgency the EU needs to think over its foreign policies in the Eastern Neighbourhood with great care, bearing in mind their impact on relations with Russia, as well as Moscow's possible response.

This is the main question this essay is addressing. Additionally, it is also asked what extant these competing dynamics could lead to tension, conflict and war in the eastern European region. Which tools of soft and hard power from both Russia and the EU are used in order to influence the Ukrainian political trajectories in the post Orange Revolution era? Russia’s and EU’s integration policies will be therefore described in empirical terms, based on secondary literature, and interpreted in terms of (neo-)realism. In analyzing Russia’s and EU’s foreign policy towards the Ukraine the author will consider Russia’s and EU’s official foreign policy concepts and other relevant documents and statements by their representatives. Among the features of the post-socialist transformation of Eastern Europe over the past two decades have been the conflicts over collective identities, geostrategic territories (national borders) and natural resources (especially natural gas and crude oil). Sometimes these conflicts have led to military confrontations. But most important both external actors Russia and the EU have used a wide variety of instruments ranging from more coercive to softer tools in order to influence the domestic trajectories of the former Soviet states, geographically squeezed between the EU and Russia. As we will see in this essay, the case of Ukraine is special and is a culmination of a long-term crisis in EU-Russia relations.

This concept highlights how the relationships among these three actors may, on some issues, be closely related. A central question also follows directly from the use of the notion of the triangle: does the EU have actor capability in this policy sphere or will it get it in the future? The reason this is so important for our project is that only if the Union is regarded by the two other actors, and regards itself, as an actor in security policy does the strategic triangle really exists. Consequently, this book has a strong focus upon the development of the actor capability of the Union. In the case of the United States, it examines to what extent the concept of the strategic triangle has significance under each of five grand strategies that serve as alternative visions of the superpower’s role in the world.

Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. From corruption-related profits to transportation-fee income to subsidized prices, many within these states have benefited by participating in Russian energy exports. To understand Russian energy power in the region, it is necessary to look at the entire value chain—including production, processing, transportation, and marketing—and at the full spectrum of domestic and external actors involved, from Gazprom to regional oligarchs to European Union regulators. This book follows Russia’s three largest fossil-fuel exports—natural gas, oil, and coal—from production in Siberia through transportation via Ukraine to final use in Germany in order to understand the tension between energy as threat and as opportunity. Margarita M. Balmaceda reveals how this dynamic has been a key driver of political development in post-Soviet states in the period between independence in 1991 and Russia’s annexation of Crimea in 2014. Having come as a surprise to many, some senior Western officials and politicians have talked of a changed European security landscape, and argued that the current situation creates new security realities for the twenty-first century and, at the same time, demands a significant response from NATO. The “triangle” formed by Russia - EU - NATO is a mirror of a number of wider and longer-term problems that have been increasingly visible for some time. Arguably, the most notable is related to the intensifying sense of strategic dissonance between Russia and the West. It is a fact that this relationship - particularly in terms of European security - has been deteriorating for some time. The developments in Ukraine and the ongoing crisis in the region is also a reason for the need of a new strategic framework. Europe is no longer limited to the European Union; this will still require undertaking certain actions closely connected to the security aspect of the relations between EU and Russia, Russia and NATO, and the EU and NATO respectively. Within the present paper we will give a general overview of the current threats to the CSDP of the EU, especially according to the new role of Russia in the Ukraine crisis, and in connection with NATO's role as a security provider for the Old Continent.

The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

This Adelphi book argues that the crisis has yielded a ruinous outcome, in which all the parties are worse off and international security has deteriorated. This negative-sum scenario resulted from years of zero-sum behaviour on the part of Russia and the West in post-Soviet Eurasia, which the authors rigorously analyse. The rivalry was manageable in the early period after the Cold War, only to become entrenched and bitter a decade later. The upshot has been systematic losses for Russia, the West and the countries caught in between. All the governments involved must recognise that long-standing policies aimed at achieving one-sided advantage have reached a dead end, Charap and Colton argue, and commit to finding mutually acceptable alternatives through patient negotiation.
