Book excerpt: A new look at the drama that lay behind the end of the war in the Pacific Signed on September 2, 1945 aboard the American battleship USS Missouri in Tokyo Bay by Japanese and Allied leaders, the instrument of surrender that formally ended the war in the Pacific brought to a close one of the most cataclysmic engagements in history. Behind it lay a debate that had been raging for some weeks prior among American military and political leaders. The surrender fulfilled the commitment that Franklin Roosevelt had made in 1943 at the Casablanca conference that it be "unconditional." Though readily accepted as policy at the time, after Roosevelt's death in April 1945 support for unconditional surrender wavered, particularly among Republicans in Congress, when the bloody campaigns on Iwo Jima and Okinawa made clear the cost of military victory against Japan. Germany's unconditional surrender in May 1945 had been one thing; the war in the pacific was another. Many conservatives favored a negotiated surrender. Though this was the last time American forces would impose surrender unconditionally, questions surrounding it continued through the 1950s and 1960s--with the Korean and Vietnam Wars--when liberal and conservative views reversed, including over the definition of "peace with honor." The subject was revived during the ceremonies surrounding the 50th anniversary in 1995, and the Gulf and Iraq Wars, when the subjects of exit strategies and "accomplished missions" were debated. Marc Gallicchio reveals how and why the surrender in Tokyo Bay unfolded as it did and the principle figures behind it, including George C. Marshall and Douglas MacArthur. The latter would effectively become the leader of Japan and his tenure, and indeed the very nature of the American occupation, was shaped by the nature of the surrender. Most importantly, Gallicchio reveals how the policy of unconditional surrender has shaped our memory and our understanding of World War II.

Indeed, during the last year of World War II, American spies in Indochina found themselves working closely with Ho Chi Minh and other anti-colonial factions-compelled by circumstances to fight together against the Japanese. Dixee Bartholomew-Feis reveals how this relationship emerged and operated and how it impacted Vietnam's struggle for independence. The men of General William Donovan's newly-formed Office of Strategic Services closely collaborated with communist groups in both Europe and Asia against the Axis enemies. In Vietnam, this meant that OSS officers worked with Ho Chi Minh and the Viet Minh, whose ultimate aim was to rid the region of all imperialist powers, not just the Japanese. Ho, for his part, did whatever he could to encourage the OSS's negative view of the French, who were desperate to regain their colony. Revealing details not previously known about their covert operations, Bartholomew-Feis chronicles the exploits of these allies as they developed their network of informants, sabotaged the Japanese occupation's infrastructure, conducted guerrilla operations, and searched for downed American fliers and Allied POWs. Although the OSS did not bring Ho Chi Minh to power, Bartholomew-Feis shows that its apparent support for the Viet Minh played a significant symbolic role in helping them fill the power vacuum left in the wake of Japan's surrender. Her study also hints that, had America continued to champion the anti-colonials and their quest for independence, rather than caving in to the French, we might have been spared our long and very lethal war in Vietnam. Based partly on interviews with surviving OSS agents who served in Vietnam, Bartholomew-Feis's engaging narrative and compelling insights speak to the yearnings of an oppressed people-and remind us that history does indeed make strange bedfellows.

But for the Allies, the war was only half-won. Exhausted but exuberant American soldiers, ready to return home, were sent to join the fighting in the Pacific, which by the spring and summer of 1945 had turned into a gruelling campaign of bloody attrition against an enemy determined to fight to the last man. Germany had surrendered unconditionally. The Japanese would clearly make the conditions of victory extraordinarily high. In the United States, Americans clamored for their troops to come home and for a return to a peacetime economy. Politics intruded upon military policy while a new and untested president struggled to strategize among a military command that was often mired in rivalry. The task of defeating the Japanese seemed nearly unsurmountable, even while plans to invade the home islands were being drawn. Army Chief of Staff General George C. Marshall warned of the toll that "the agony of enduring battle" would likely take. General Douglas MacArthur clashed with Marshall and Admiral Nimitz over the most effective way to defeat the increasingly resilient Japanese combatants. In the midst of this division, the Army began a program of partial demobilization of troops in Europe, which depleted units at a time when they most needed experienced soldiers.
