Book excerpt: Excerpt from Relating to Safety and Efficiency in Mines: April, 1916 It is proposed to send out from time to time, to the operators of mines in California, bulletins containing suggestions relating to safety and efficiency in mining. There will be included in each issue a list of drawings of various devices, copies of which may be obtained free of cost on request to the Chief Mine Inspector. Each bulletin will contain a discussion of the causes and prevention of accidents in connection with some particular phase of mining. The operators of mines are invited to take part in the discussion of any subject in which they are especially interested, to send in any discussion that they feel would be of interest to others, and to ask any questions concerning mine safety that they might wish to have answered. The arti cles usually present accurate descriptions of equipment and of vari ous phases of working Operations, with occasional figures showing the cost of the work; rarely do they include a discussion of the means for preserving the health and life of the employees or data bearing on the choice and efficiency of equipment, or an analysis of methods and costs. As a result, the reader who endeavors to draw conclusions is dependent wholly on his own resources. In this bulletin, on the contrary, the making of such analyses will be a primary considera tion, but as the purpose of the bulletin is to give an impartial dis interested report, the criticisms made are intended to be constructive rather than destructive.
