The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

Looming behind the euro crisis is a larger and more fundamental challenge: the near-collapse of the EU's political system. The rise of anti-EU populism across Europe has prevented the continent's politicians from grasping the political challenges. Technocratic institutional fixes have only provoked more populism. European leaders are now unable to solve the euro crisis because they can only force inadequate solutions through loopholes in the Lisbon Treaty. In 'Four scenarios for the reinvention of Europe', ECFR's director Mark Leonard offers a new framework for understanding Europe's efficiency and legitimacy crises, and examines the political and legal obstacles to a solution in different member states, the new cultural divisions in Europe, and the rise of new populist forces (including a discussion of the new German and British questions). He sets out different scenarios for solving the euro crisis without exacerbating the chronic crisis of declining European power. Asymetric integration would continue finding incremental solutions without treaty changes. This is the easiest solution but risks failing to solve the crisis, exacerbating the resistance of Europe's citizens, and shifting from a rules-based EU to a power-based EU. A smaller Eurozone, dropping the Greeks and maybe others, would be more sustainable and less painful, but could unleash a tsunami of panic that could result in the unravelling of the euro, a deep recession and a loss of EU influence in the world. Political union through treaty change would be the most complete and durable, but carry the risk of spectacular failure, for instance through rejection by referendums or parliaments, leading to the disintegration of the EU itself. Federalism without the federalists, based around deeper integration in the Eurozone outside the scope of existing EU treaties and insitutions. But this would risk a gulf opening within Europe and the global marginalisation of the core EU17. The author argues that the EU has lost legitimacy because its leaders cannot act. But the reason they cannot act is in turn because the EU has so little legitimacy. He examines the three traditional channels for strengthening democratic participation and legitimacy-electing EU officials, referendums and national opt-outs-and concludes that each route could make Europe harder to govern"--Publisher's description.

Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.
