Reinventing State Capitalism analyzes the rise of new species of state capitalism in which governments interact with private investors either as majority or minority shareholders in publicly-traded corporations or as financial backers of purely private firms (the so-called “national champions”). Focusing on a detailed quantitative assessment of Brazil’s economic performance from 1976 to 2009, Aldo Musacchio and Sergio Lazzarini examine how these models of state capitalism influence corporate investment and performance. According to one model, the state acts as a majority investor, granting the state-owned enterprise (SOE) financial autonomy and allowing professional management. This form, the authors argue, has reduced many agency problems commonly faced by state ownership. According to another hybrid model, the state uses sovereign wealth funds, holding companies, and development banks to acquire a small share of equity ownership in a corporation, thereby potentially alleviating capital constraints and leveraging latent capabilities. Both models have benefits and costs. Yet neither model has entirely eliminated the temptation of governments to intervene in the operation of natural resource industries and other large strategic enterprises. Nevertheless, the longstanding debate over whether private ownership is superior or inferior to state capitalism has become irrelevant, Musacchio and Lazzarini conclude. Private ownership is now mingled with state capital on a global scale.

These events ushered in governments in Argentina, Bolivia, Ecuador, and Venezuela that advocated socialization and planning, challenging the consensus over neoliberal hegemony and the weakness of movements to oppose it. Eduardo Silva offers the first comprehensive comparative account of these extraordinary events, arguing that the shift was influenced by favorable political associational space, a reformist orientation to demands, economic crisis, and mechanisms that facilitated horizontal linkages among a wide variety of social movement organizations. His analysis applies Karl Polanyi's theory of the double movement of market society to these events, predicting the dawning of an era more supportive of government intervention in the economy and society.

Against a widespread understanding that contemporary developments, such as globalization and new technologies, are pressing for a rollback of state regulation in the economy, the book shows that these same forces are also creating new demands and opportunities for state intervention. Thus, state activism has shifted, rather than simply eroded. State authorities have shifted from a market-steering orientation to a market-supporting one. Chief among the new state missions are: repairing the main varieties of capitalism (liberal, corporatist, and statist); making labor markets and systems of social protection more employment-friendly; recasting regulatory frameworks to permit countries to cross major economic and technological divides; and expanding market competition at home and abroad. Because the changes from market steering to market support are so controversial and far-reaching, state officials often find themselves making choices that produce clear winners and losers. Such choices require a capacity to act unilaterally and decisively, even in the face of substantial societal opposition. As a result, state activism, autonomy, and occasionally imposition remain essential for meeting the challenges of today's globalizing economy.

The process of decentralization has been studied intensively, but little attention has been paid so far to the recentralization that has occurred in some countries in the past decade. In this book, J. Tyler Dickovick seeks to illuminate how the processes of decentralization and recentralization are interrelated and what the dynamics of each is. He argues that decentralization occurs as a result of the decline in the power of the presidency, whereas recentralization occurs when the president resolves an extraordinary economic crisis. The processes of decentralization and recentralization, Dickovick further argues, have the same dynamics whether they occur in federal or unitary states. To test the theory, Dickovick compares a strong federal system, Brazil, with a weak one, South Africa, and compares these in turn with two unitary regimes, Peru and Senegal. Decentralization and Recentralization in the Developing World provides a much more nuanced understanding of when and why decentralization and recentralization happen, and what their importance is to intergovernmental shifts in power.

This rise of the regulatory state of the south is barely noticed both by scholars of regulation and of development, let alone adequately documented and theorized. Yet the consequences for the role of the state and modalities of governance in the south are substantial, as politically charged decisions are handed over to formally technocratic agencies, creating new arenas and forms of contestation over the gains and losses from development decisions. Moreover, this shift in the developing world comes at a time when the regulatory state in the north is under considerable stress from the global financial crisis. Understanding the regulatory state of the south, and particularly forms of accommodation to political pressures, could stimulate a broader conversation around the role of the regulatory state in both north and south. This volume seeks to provoke such a discussion by empirically exploring the emergence of regulatory agencies of a range of developing countries across Asia, Africa, and Latin America. The cases focus on telecommunications, electricity, and water: sectors that have often been at the frontlines of this transition. The central question for the volume is: Are there distinctive features of the regulatory state of the South, shaped by the political-economic context of the global south in the last two decades? To assist in exploring this question, the volume includes brief commentaries on the case studies from a range of disciplines: development economics, law and regulation, development sociology, and comparative politics. It reviews the lessons arising from the design and implementation of successful governance reforms in Brazil, India, Uganda and other parts of Africa through comparative analysis of experience with public financial management, anti-corruption, civil service reform, and innovations in service delivery. The contributors suggest that three factors are critical in explaining positive outcomes: strong, consistent commitment from politicians to initiate and sustain reforms; a high level of technical capacity and some degree of insulation from societal interests, at least in the early phases, for designing and managing reforms; incremental approaches with cumulative benefits are more likely to produce sustainable results. Explicit attention to the political feasibility of reform, identifying and building incentives for reform, and a more gradual and piecemeal approach are all integral to the success of future governance reforms.
