Book excerpt: Much has been written about reintegration of ex-combatants in a traditional or conventional disarmament, demobilisation and reintegration (DDR) programme. This volume examines reintegration of ex-combatants in a un-conventional DDR in which a cash-based scheme replaced a reintegration programme. It uncovers the dilemmas surrounding the un-conventional DDR programme in Nepal, situating the phenomena in the divisive politics of war to peace transition. Drawing on the narratives and perceptions of ex-combatants and their families, the volume provides a compelling analysis of why some ex-combatants reintegrate socially and economically better than others at the end of a war. Analysing the consequences and effects of reintegration of Maoist ex-combatants in the post-conflict peace and security, the volume argues that cash-based schemed in DDR programme can pacify ex-combatants and de-politicise a DDR programme but cash alone can not reintegrate ex-combatants.

The participation of female combatants in conflict has increasingly been recognized in feminist literatures and in policies and programs concerned with reintegrating ex-combatants and building peace. This has illustrated that female ex-combatants often experience "empowerment" through their role as combatant; however, this empowerment is often lost upon reintegration. UN-led DDR plays an important role in the broader peacebuilding process, as it is one of the largest interventions and directly aims to reintegrate ex-combatants into civilian life. This book draws on extensive field research and interviews with female ex-combatants and DDR officials in Liberia and Nepal to develop a nuanced and comprehensive picture of female ex-combatants’ empowerment and how this is undermined by DDR. Through reconceptualized frameworks of empowerment and an emancipatory peace, the book explores the pivotal role that DDR programs play in undermining female ex-combatants’ empowerment. The author argues that this is detrimental to peacebuilding, because DDR officials and documentation narrate female ex-combatants in limited and gendered ways, which reproduces gendered inequalities and define how female ex-combatants should behave. As terrorist groups’ influence and networks spread globally, a concerted effort in counterterrorism strategy is critical to mitigating the threat they present. Governments facing the threat of terrorism are typically strengthening their law enforcement, military and intelligence capabilities, but more complex initiatives such as deradicalisation and terrorist rehabilitation are more time-consuming and less attention-grabbing and so tend to be neglected. It is all too easy to 'do' rehabilitation ineffectively or to simply ignore it altogether. This is unfortunate, as an effective rehabilitation strategy can yield dividends over the longer term. Every committed terrorist is a potential recruiter, whether in prison or at liberty, for more terrorists. Even in death, they can potentially be presented as martyrs. Conversely, successfully rehabilitated terrorists can be valuable assets in the public relations theatre of battle. There is no single, simple solution to the challenges of deradicalisation and rehabilitation, but this book places examples of best practice within a robust, but flexible, conceptual framework. It gives guidelines for establishing and implementing a successful deradicalisation or rehabilitation programme, derived from a series of empirical case studies of successful projects around the world. It sets out both the necessary and desirable facets of such a programme, identifying which areas to prioritise and where budgets can be best spent if resources are tight. The authors provide detailed case studies of each step to illustrate an approach that has worked and how best to replicate this success.
