Book excerpt: In a continuous city with three distinct land use zones consisting of firms, condominiums and detached houses, we derive the formulae - composed entirely of observable variables - which design simultaneous optimization of regulations on building size, lot size and zonal boundaries under the existence of agglomeration externality in the business zone and traffic congestion across the city. The formulae show that the optimal regulations require not only downward but also upward adjustment to the market size of buildings within each of the business zone and the condominium zone, followed by minimum lot size regulation in the suburb. Regarding the optimal size of the three zones, the boundary of business zone and the boundary between the condominium and housing zones should be shrunk inward relative to the respective market boundary, and the overall city size should also be more compact than the market city.

Should a premium for non-GM varieties emerge on the market, contamination by GM pollen would generate a revenue loss for growers of non-GM varieties. This paper analyses the problem of pollen-mediated gene flow as a particular type of production externality. The model, although simple, provides useful insights into coexistence policies. Following on from this and taking GM herbicide-tolerant oilseed rape (Brassica napus) as a model crop, a Monte Carlo simulation is used to generate data and then estimate the effect of several important policy variables (including width of buffer zones and spatial aggregation) on the magnitude of the externality associated with pollen-mediated gene flow.

Book excerpt: With the expansion of renewable energy sources (RES) in countries all over the world, policy design to address the negative impacts of RES plants on their local and regional environment gains in importance. We analyse whether policy design should be spatially-differentiated or uniform when negative RES environmental externalities are spatially heterogeneous and display interregional cumulative effects. In a theoretical model of the RES electricity generation sector, we compare the welfare differential between both regulatory designs and analyse how it is affected by cumulative environmental effects. While we confirm that the welfare costs of attaining a RES deployment target are lower under a spatially-differentiated than a spatiallyuniform regulation, we find that the welfare costs are contingent on the presence of cumulative environmental effects. This depends on the heterogeneity of region-specific generation cost parameters and social cost parameters of RES electricity generation. If heterogeneity is more (less) pronounced in regional generation cost parameters than in regional social cost parameters, positive (negative) cumulative effects decrease the welfare costs of a uniform instrument.

Book excerpt: This study examines in three case studies whether German plants suffer from a negative impact on competitiveness caused by stringent environmental legislation. A micro level analysis showed that abatement initiatives had in general been implemented without economic damage and did not touch on the core business. Moreover, German sample plants ranked environmental pressure as relatively unimportant compared with other competitive pressures. Finally, the low absolute levels of compliance costs, at least in two of the case studies, explained why environmental regulation cannot have a great influence on competitiveness in the chosen sectors. High productivity levels were not among the essential factors explaining our findings. It implies for our case studies that also plants with lower productivity can withstand high compliance costs.
