The methods of achieving these objectives are reviewed; they include the setting of catch limits, direct control of fleet capacity (e.g. restricting the number of fishing units), indirect measures (mesh size, closed areas), financial measures and the establishment of property rights to fishing areas or quantities of fish. The advantages and disadvantages of each approach are discussed in the light of the established criteria and appropriate techniques are given for six specific types of fisheries.

In the first part, the author exposes the rationale for government intervention and the various management problems which may have to be considered by a regulatory policy; he then identifies a number of criteria that are likely to guide governments in a selection of alternative approaches to management. Part II deals more directly with policy development in Mediterranean trawl fisheries; it summarizes current arrangements in several countries and suggests management measures which might help in solving the problems of overcapacity which affects the trawl fishery, leaving to the countries the choice of appropriate measures according to their own socio-economic and political context.

Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.

Book excerpt: The Lake Victoria Fisheries Organization (LVFO) and FAO National Stakeholders' Workshops on Fishing Effort and Capacity on Lake Victoria (2006) were held to: (i) develop a shared understanding amongst participants regarding the LVFO Regional Plan of Action for the Management of Fishing Capacity in Lake Victoria and its Basin (LVFO RPOA-Capacity) and the use of rights-based management approaches as a vehicle for ensuring the sustainable utilization of fisheries resources; (ii) provide feedback regarding the LVFO RPOA-Capacity as input for the Regional RPOA-Capacity Workshop; (iii) outline steps for the development and implementation of National Plans of Action for the Management of Fishing Capacity; and (iv) provide stakeholder-generated advice regarding improving tenure security for fishers on Lake Victoria and its basin to be used at the FAO Regional Workshop on Improving Tenure Security for the Rural Poor (Nakuru, Kenya). The results of the workshops included actions for progressing work on the management of fishing capacity as well as guidance for the development of a LVFO RPOA-Capacity. This document contains the report of the workshops as well as information provided by the participants. This document and the actions adopted by the workshop participants can serve as a basis for further work aimed at improving regional fisheries management and the management of fishing capacity.
