And once again the news has been bad: drought, famine, conflict, hunger, suffering and death. The finger of blame has been pointed in numerous directions: to the changing climate, to environmental degradation, to overpopulation, to geopolitics and conflict, to aid agency failures, and more. But it is not all disaster and catastrophe. Many successful development efforts at ‘the margins’ often remain hidden, informal, sometimes illegal; and rarely in line with standard development prescriptions. If we shift our gaze from the capital cities to the regional centres and their hinterlands, then a very different perspective emerges. These are the places where pastoralists live. They have for centuries struggled with drought, conflict and famine. They are resourceful, entrepreneurial and innovative peoples. Yet they have been ignored and marginalised by the states that control their territory and the development agencies who are supposed to help them. This book argues that, while we should not ignore the profound difficulties of creating secure livelihoods in the Greater Horn of Africa, there is much to be learned from development successes, large and small. This book will be of great interest to students and scholars with an interest in development studies and human geography, with a particular emphasis on Africa. It will also appeal to development policy-makers and practitioners.

Clan elders, religious leaders and businessmen have worked together to provide stability and security in large parts of Somalia. Urban centres continue to suffer violence, political chaos and economic disruption. Do money, international trade and investment survive without a state? Somalia has been without a state, a Ministry of Finance, or a central bank, but the Somali Shilling was more stable during the second half of the 1990s than during the 1980s. Economic agreements with transnational firms and sovereign states go ahead. Do town-dwellers fare as well as pastoralists? With the collapse of the state, herders and traders have benefited from reduced restrictions on movement and there is a booming unofficial export and import trade. Settled populations have fared less well. Do pastoralists care about development and social improvement? Throughout the Horn western-funded development projects have had disastrous results. Previously a quiet residential zone, the arrival of vast numbers of Somali refugees catalyzed its trans- formation into 'Little Mogadishu', a global hub for Somali business. Dozens of malls and hotels have sprouted from its muddy streets, attracting thousands of shoppers. Nonetheless, despite boosting Kenya's economy, the estate and its residents are held in suspicion over alleged links to Islamic terrorism, especially after the 2013 Westgate Mall attack, while local and international media have suggested with little evidence that its economic boom owes much to capital derived from Indian Ocean piracy. In contrast to such sensationalized reporting, Little Mogadishu is based on detailed historical and ethnographic research and explores the social and historical underpinnings of this economic boom. It examines how transnational networks converged on Eastleigh in the wake of the collapse of the Somali state, attracting capital from the Somali diaspora, and bringing goods--especially clothes and electronics--from Dubai, China and elsewhere that are much in demand in East Africa. In so doing, Little Mogadishu provides a compelling case-study of the developmental impact diasporas and transnational trade can have, albeit in a country where many see this development as suspect.

Book excerpt: Somaliland's Private Sector at a Crossroads is the World Bank Group's first effort to undertake a consultative in-depth analysis of the private and financial sector in Somaliland in at least a generation. The objective of the report is to take stock of what has been achieved since the 1999 constitution was approved, provide an assessment of the current evolution of the private sector, and identify some priority policy options and related actions that would best enable the private sector to generate the growth and jobs sought under the Somaliland National Development Plan. The report is structured around the three key sector 'actors' of the economy: enterprises, financial institutions, and the government. This approach has been taken to facilitate a 'political economy' lens into the analysis. The report explores trends in, opportunities for, and impediments to effective government regulation of the private and financial sector and private sector-led economic growth in Somaliland, a relatively new democracy with limited institutional capacities. Drawing heavily on feedback received through an extensive consultative process that was undertaken in tandem with the analysis, the study concludes with recommendations for policy choices for the continued robust growth of the private sector and the evolution of a sounder financial sector.
