Book excerpt: Los presentes apartados HS4 - Suministro de agua y HS5 - Evacuación de aguas forman parte del Código Técnico de la Edificación (CTE), aprobado en Real Decreto 314/2006 de 17 de Marzo por el Ministerio de la Vivienda, según B.O.E.: 28 de Marzo de 2006. Constituyen, por tanto, los documentos normativos de referencia adoptados por la administración para regular el diseño, ejecución y mantenimiento de las nuevas instalaciones de suministro y evacuación de agua en edificaciones, sustituyendo así las Normas básicas para instalaciones interiores de agua (NIA) y a los documentos técnicos de referencia sobre evacuación interior de aguas anteriormente vigentes. Son por ello, los contenidos de los presentes documentos, susceptibles de ser evaluados por la administración como acreditación a la obtención del 'Carné de Instalador Autorizado de Agua', constituyendo una edición apta tanto para su consulta privada como para la utilización docente en escuelas técnicas y de instaladores. En cuanto a la presente edición, destacamos la incorporación de la Parte I del CTE, en la cual se reflejan entre otras, las 'Disposiciones generales', 'Condiciones técnicas y administrativas' y las 'Exigencias Básicas' fundamentales para la ejecución y seguimiento de los proyectos y obras, como pauta general para la posterior legalización de las instalaciones referidas. Naturalmente quedan fuera de esta edición, las posibles modificaciones o disposiciones de carácter local que puedan ser introducidas, que deberán ser tenidas en cuenta en cada momento por los responsables finales de la instalación; del mismo modo, no se incluyen las numerosas Normas UNE a las que éste y otros apartados del CTE hace referencia, cuyo contenido no es reproducible sin la expresa autorización de AENOR. Editorial Marcombo, desea con la presente publicación, dar respuesta a las expectativas de todos aquéllos, que al igual que nosotros, ven en esta Normativa una nueva fuente de consulta y apoyo para el diseño y ejecución de las instalaciones de suministro de agua en edificaciones. Book excerpt: 'The Sunken Billions: The Economic Justification for Fisheries Reform' shows the difference between the potential and actual net economic benefits from marine fisheries is about $50 billion per year, or some $2 trillion over the last three decades. If fish stocks were rebuilt, the current marine catch could be achieved with approximately half the current global fishing effort. This illustrates the massive overcapacity of the global fleet. The excess competition for the limited fish resources results in declining productivity, economic inefficiency, and depressed fisher incomes. The focus on the deteriorating biological health of world fisheries has tended to obscure their equally critical economic health. Achieving sustainable fisheries presents challenges not only of biology and ecology, but also of managing political and economic processes and replacing pernicious incentives with those that foster improved governance and responsible stewardship. Improved governance of marine fisheries could regain a substantial part of this annual economic loss and contribute to economic growth. Fisheries governance reform is a long-term process requiring political will and consensus vision, built through broad stakeholder dialogue. Reforms will require investment in good governance, including strengthening marine tenure systems and reducing illegal fishing and harmful subsidies. Realizing the potential economic benefits of fisheries means reducing fishing effort and capacity. To offset the associated social adjustment costs, successful reforms should provide for social safety nets and alternative economic opportunities for affected communities.
