Guy shows how feminists, social workers, and female philanthropists contributed to the emergence of the Argentine welfare state through their advocacy of child welfare and family-law reform. From the creation of the government-subsidized Society of Beneficence in 1823, women were at the forefront of the child-focused philanthropic and municipal groups that proliferated first to address the impact of urbanization, European immigration, and high infant mortality rates, and later to meet the needs of wayward, abandoned, and delinquent children. Women staffed child-centered organizations that received subsidies from all levels of government. Their interest in children also led them into the battle for female suffrage and the campaign to promote the legal adoption of children. When Juan Perón expanded the welfare system during his presidency (1946–1955), he reorganized private charitable organizations that had, until then, often been led by elite and immigrant women. Drawing on extensive research in Argentine archives, Guy reveals significant continuities in Argentine history, including the rise of a liberal state that subsidized all kinds of women’s and religious groups. State and private welfare efforts became more organized in the 1930s and reached a pinnacle under Juan Perón, when men took over the welfare state and philanthropic and feminist women’s influence on child-welfare activities and policy declined. Comparing the rise of Argentina’s welfare state with the development of others around the world, Guy considers both why women’s child-welfare initiatives have not received more attention in historical accounts and whether the welfare state emerges from the top down or from the bottom up.

This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.

Book excerpt: This innovative political history provides a new perspective on the enduring question of the origins and nature of the Indian revolts against the Spanish that exploded in the southern Andean highlands in the 1780s. Subverting Colonial Authority focuses on one of the main—but least studied—centers of rebel activity during the age of the Túpac Amaru revolution: the overwhelmingly indigenous Northern Potosí region of present-day Bolivia. Tracing how routine political conflict developed into large-scale violent upheaval, Sergio Serulnikov explores the changing forms of colonial domination and peasant politics in the area from the 1740s (the starting point of large political and economic transformations) through the early 1780s, when a massive insurrection of the highland communities shook the foundations of Spanish rule. Drawing on court records, government papers, personal letters, census documents, and other testimonies from Bolivian and Argentine archives, Subverting Colonial Authority addresses issues that illuminate key aspects of indigenous rebellion, European colonialism, and Andean cultural history. Serulnikov analyzes long-term patterns of social conflict rooted in local political cultures and regionally based power relations. He examines the day-to-day operations of the colonial system of justice within the rural villages as well as the sharp ideological and political strife among colonial ruling groups. Highlighting the emergence of radical modes of anticolonial thought and ethnic cooperation, he argues that Andean peasants were able to overcome entrenched tendencies toward internal dissension and fragmentation in the very process of marshaling both law and force to assert their rights and hold colonial authorities accountable. Along the way, Serulnikov shows, they not only widened the scope of their collective identities but also contradicted colonial ideas of indigenous societies as either secluded cultures or pliant objects of European rule.

Relying on contemporary newspapers, political handouts, broadsides, and public petitions, Sowell analyzes the economic, social, and political history of the capital's artisan class, a middling social sector with very significant social and political strengths. This is the first study in English of nineteenth-century Latin American artisans and one of the few treatments that spans the whole of nineteenth-century Colombian history.The rise and late decline of artisan class political activity coincided the Colombia's integration into the world market. Initially petitioning for tariff protection, Bogotá's craftsmen in time mobilized to address numerous issues, including industrial education, internal trade order, credit, and better health and educational facilities. Sowell traces the transformation of Colombia's economy and the (mainly negative) effects its evolution had on bogotano artisans. By the end of the nineteenth century, the artisans class was fragmented, their labor leadership replaced by workers associated with industrial production, transportation systems, and the production of coffee. Book excerpt: This work presents the author's research on legal issues concerning archaeological heritage and indigenous rights in Argentina. The country has overcome the political unrest of the early years of the new millennium and the previous heritage laws were finally modified in 2003, although the terms of the new legislation are still a matter of debate and have produced a great deal of criticism. In the course of this period, a new chapter in the story of the three case studies included in the book - the 'Pucará of Tilcara', the 'Quilmes' Ruins' and 'Menhires' Park' - has opened. The Humahuaca ravine, where the 'Pucará of Tilcara' is located, was included on the World Heritage List in 2003; the concession of the Quilmes' Ruins has expired and the members of the Indigenous Quilmes community are campaigning to be recognized as partners in the management of the site; and all the menhires were relocated to a plot of land in El Mollar. The Menhires' Park itself no longer exists, yet the monoliths remain unprotected. The Northwest region of Argentina - where the three sites are located - has become an important tourist destination for national and international visitors thanks to the devaluation of the national currency and the improvement of the economic conditions among the local population. Consequently, changing winds are bringing new challenges for each of these sites, although much of their fate remains in the same hands. Nevertheless, their future - as well as that of the entire archaeological heritage in Argentina - is heavily dependent on a deeper understanding of the past and present circumstances of such sites. Finally, the goal of this book is to analyze the state of archaeological heritage management in Argentina, although many of the conclusions reached also provide clues to understanding contested heritage issues in many other countries, particularly those relating to the Third World.
