Book excerpt: Significant vulnerability of water systems to drought is a common issue of water resources management in Mediterranean regions. This is due both to the increasing occurrence and severity of drought events and to the growing demand for municipal, tourist, and agricultural uses. The INCO-DC project entitled "A Decision Support System for Mitigation of Drought Impacts in the Mediterranean Regions" (DSS DROUGHT) addresses this issue, contributing to an improved management of water supply systems for irrigation, which represents the most consumptive sector of water resources uses in the Mediterranean region. In order to develop a comprehensive approach toward improved operation of irrigation systems under drought conditions, the project was developed around the following five main, strictly interconnected tasks: Identification of drought characteristics at a site and over a region Modelling irrigation management under conditions of water scarcity Modelling operation of water supply systems under drought conditions Integration of the developed methodologies within a Decision Support System software package Definition of requisites for Drought Watch Systems The research resulted in an advancement of knowledge through in-depth analysis of innovative methodologies, the development of tools to help decision-makers in coping with droughts through the implementation of the developed procedures in software packages, and the application of these tools to the case-studies identified by partners in their countries.

Book excerpt: This book provides a quantitative analysis of the role of woody plants in semi-arid regions, for the aSSessment of their benefits in agrosylvopastoralland-use systems with productive and sus tainability objectives. The insights presented and conclusions drawn allow the additional benefits of woody plants for specific climatic and physical site conditions and land-use systems to be estimated. The Sahel and Sudan zones in West Africa, on which the book focusses, represent resource-poor conditions, whose ecological dynamics have been relatively well studied. The role of woody plants in this region, as assessed in this book, is extrapolated to other semi-arid regions, leading to general conclusions on agroforestry's potential as an option for sustainable land use in semi-arid regions. The origins of this book go back to 1982, when the Club du Sahel requested that available data on woody plants in the Sahel region be synthesised, to provide basic information to enable better attention to be given to woody plants in rural development programmes. We are grateful to the Club du Sahel for this challenge. Various people contributed to studies used in this book. The preliminary inventory of the data available was made by Frits Ohler; later his work was continued by Franciska Dekker.

Book excerpt: Although interest in spatial growth regressions has been growing in recent years, formal theoretical approaches that acknowledge the role of space in economic growth have been sparse. In particular in a regional context, the assumption of independent, non-interacting closed economies can lead to misinterpretations. This book fills the void by discussing neoclassical growth theory in a spatial context, in order to examine growth both theoretically and empirically in a system of N regional economies. A formal model is presented that allows for interregional fixed capital relocations, which are in turn determined by the economies’ relative locations in space. It is shown how initial endowments with human capital play a decisive role regarding the evolution of output, and how both convergence and divergence processes may occur. Using a spatial econometric model specification, the theoretical model is tested empirically for 255 European regions.

Book excerpt: The South China Sea (SCS) is the linkage between the western Pacific Ocean and the Indian Ocean. Its weather/climate variations are regarded as an important factor influencing social and economic development. The SCS and its surrounding regions suffer from various weather disasters (e.g., typhoons, extreme rainfall, sea fog, severe convection, tornado, and wind hazards), which are serious threats to life and property. As such, accurate nowcasting is life-critical in this area. However, it is still a worldwide challenge to improve the forecast accuracy due to less understanding of the formation mechanism, evolution pattern, internal structure, and physical processes. As a dominant physical process, the ocean-atmosphere interaction plays an important role in affecting the weather/climate system and disasters over the SCS and surrounding regions, particularly vertical mixing between the interface of ocean and atmosphere. This research topic aims to provide an in-depth understanding of the physical processes related to these disasters, applications of data assimilation, and the development of forecasting techniques, which are essential to enhance disaster prevention and mitigation capabilities. In addition, in-depth research of these disasters and their impacts could help to uncover the hazard-causing characteristics and establish a corresponding risk assessment system.

Book excerpt: South America is a unique place where a number of past climate archives are ava- able from tropical to high latitude regions. It thus offers a unique opportunity to explore past climate variability along a latitudinal transect from the Equator to Polar regions and to study climate teleconnections. Most climate records from tropical and subtropical South America for the past 20,000 years have been interpreted as local responses to shift in the mean position and intensity of the InterTropical Conv- gence Zone due to tropical and extratropical forcings or to changes in the South American Summer Monsoon. Further South, the role of the Southern Hemisphere westerly winds on global climate has been highly investigated with both paleodata and coupled climate models. However the regional response over South America during the last 20,000 years is much more variable from place to place than pre- ously thought. The factors that govern the spatial patterns of variability on millennial scale resolution are still to be understood. The question of past natural rates and ranges of climate conditions over South America is therefore of special relevance in this context since today millions of people live under climates where any changes in monsoon rainfall can lead to catastrophic consequences.
