Book excerpt: This volume examines Russian discourses of regionalism as a source of identity construction practices for the country's political and intellectual establishment. The overall purpose of the monograph is to demonstrate that, contrary to some assumptions, the transition trajectory of post-Soviet Russia has not been towards a liberal democratic nation state that is set to emulate Western political and normative standards. Instead, its foreign policy discourses have been constructing Russia as a supranational community which transcends Russia's current legally established borders. The study undertakes a systematic and comprehensive survey of Russian official (authorities) and semi-official (establishment affiliated think tanks) discourse for a period of seven years between 2007 and 2013. This exercise demonstrates how Russia is being constructed as a supranational entity through its discourses of cultural and economic regionalism. These discourses associate closely with the political project of Eurasian economic integration and the "Russian world" and "Russian civilization" doctrines. Both ideologies, the geoeconomic and culturalist, have gained prominence in the post-Crimean environment. The analysis tracks down how these identitary concepts crystallized in Russia's foreign policies discourses beginning from Vladimir Putin's second term in power.

By reviewing the basis of Russia's federal structure the author identifies how the nature of the structure and the manner in which it evolved have led to the emergence of local tsars who have few horizontal or vertical checks on their power. The thesis analyzes the impact that strong regional leaders have had within their regions, to include their impact on free and fair elections, free press, individuals' rights, and rule of law. The author finds that the lack of checks on the regional leaders' abuses of power within the regions destabilizes the country by only further encouraging them to expand their power into realms intended to be under the control of the federal government, to include the military and foreign policy. The resultant injection of regional leadership into these matters threatens the security of Russia by inhibiting the ability of the central government to field a cohesive military force and pursue cogent foreign policy. The thesis further examines the prospects for regional tsars in light of recent efforts to rein in the regions. The author determines that these reforms, though resulting in a degree of centralization, also target some of the key problems in Russia's federation, to include the dearth of checks on regional power and the contradictions in the legal framework guiding center-periphery relations. However, further reforms targeting Russia's antiquated federal structure and enforcement mechanisms are recommended.

Book excerpt: This paper examines how regional disparities have evolved in Russia and how Russia’s system of intergovernmental fiscal relations is managing these disparities. Regional disparities have fallen over the past two decades but remain relatively high. Socioeconomic outcomes remain worse in lagging regions despite faster growth and convergence in income levels. The twin shocks of COVID-19 and lower oil prices appear to have impacted richer regions disproportionately. Compared to other large countries with federal systems of government, Russia stands out with its high reliance on direct taxes as a revenue source for its regions. Transfers from the federal budget to the regions provide some redistribution by reducing the dispersion in real per capita fiscal spending, but also tend to be associated with lower growth. The Russian fiscal system offers degrees of redistribution and risk sharing of around 26 and 18 percent, respectively—with in-kind social transfers contributing the most. Finally, federal transfers in the aggregate tend to be procyclical and are also fairly unresponsive to shocks to regions’ own revenues.

The authors—historians, sociologists, anthropologists, economists, literary critics and linguists from Ukraine, Poland, Switzerland, Germany and the USA—explicitly go beyond the perspective of an entity defined by traditional political borders and cultural, economic, historical or religious stereotypes. The research project that led to the composition of the book combined quantitative (statistical surveys conducted across Ukraine) and qualitative (in-depth interviews and focus-group discussion) methods. The authors came to the conclusion that regionalism as a defining phenomenon of Ukraine is more prominent than the regions themselves. This approach regards Ukraine as a construct in flux where different discourses intersect, concur and eventually merge through the lenses of various disciplines and methodologies.
