Book excerpt: Studying paradiplomacy comparatively, this book explains why and how sub-state governments (SSG) conduct their international relations (IR) with external actors, and how federal authorities and local governments coordinate, or not, in the definition and implementation of the national foreign policy. Sub-state diplomacy plays an increasingly influential international role as regions, federal states, provinces and cities seek to promote trade, investments, cooperation and partnership on a range of issues. This raises interesting new questions about the future of the state system. Schiavon conducts a comparative study of paradiplomacy in 11 federal systems which are representative of all the regions of the world, stages of economic development and degree of consolidation of their democratic institutions (Argentina, Australia, Belgium, Brazil, Canada, Germany, India, Mexico, Russia, South Africa and the United States). The author constructs a typology to measure and explain paradiplomacy based on domestic political institutions, especially constitutional provisions relating foreign affairs and the intergovernmental mechanisms for foreign policy decision making and implementation. Throughout the world, subnational governments play an active role in international relations by participating in international trade, cultural missions and diplomatic relations with foreign powers. These governments, including states in the USA and landers in Germany, can sometimes even challenge the official foreign policy of their national government. These activities, which are regularly promoting the subnational government’s interests, have been labelled as ‘paradiplomacy’. Through a systematisation of the different approaches in understanding constituent diplomacy, the author constructs an integrative theoretical explanatory framework to guide research on regional governments’ involvement in international affairs. The framework is based on a multiple-response questionnaire technique (MRQ) which provides the matrix of possible answers on a set of key questions for paradiplomacy scholarship. This comprehensive analysis of the phenomenon of paradiplomacy sheds light on the development of federalism and multi-level governance in a new global environment and contributes to the debates on the issue of 'actorness' in contemporary international affairs. By focusing on the case of the US Thule Air Base in Greenland, the largest military base in the Arctic, the authors endeavor to show that in the relationship between great powers, small countries and local actors within them, it is possible for local actors (sub-national entities) to have an influence on higher-level actors in the field of diplomacy on the national security level. The authors also take up the cases of Okinawa (Japan) and Olongapo (the Philippines) as reference points that provide additional insight into the interaction between the US policy regarding overseas military bases and the host countries’ polities. Economic growth and fiscal experiments all occur in urban contexts. Cities are the center of the world economy, producing 85% of global GDP. Political reforms, social innovation, and protests and revolutions generate in cities. Criminal activities, terrorist actions, counterinsurgency, missile attacks (indeed, atomic bombs), and wars are centered in big cities. Pandemics spread in large urban conglomerates. Cities are sources of global pollution (80% of carbon emissions come from cities), as well as of environmental transformations such as urban gardening. Knowledge production, big data collection, and tech innovation all spur from intense interaction in cities. Cities are the meeting points between different cultures, religions, and identities.0These increasingly international cities develop twinning networks and projects, share information, sign cooperation agreements, contribute to the drafting of national and international policies, provide development aid, promote assistance to refugees, and do territorial marketing through decentralized city-city or district-district cooperation. Cities do what ""municipalities"" used to do many centuries ago: they cooperate but also enter into intense competitive dynamics. To understand current sociopolitical dynamics on a planetary level, we need to have two mental maps in mind: the state-centered map and the nonstate centered map. With regards to diplomacy in particular, we must take into account the existence of a complex diplomatic regime based on different overlapping levels-the urban and the state.
