Firstly, the spatial planning profession is facing a great crisis. Experts are confronted with a quantum leap in the availability of information and the variety of visualisation and simulation instruments suitable for their analysis. While planners can certainly rely on the new technologies available to support the planning process, it seems to be that the nature of planning processes is being underestimated. A second motive for creating this book lies in the relationship between planners as experts and interested lay persons. The latter are usually fascinated with the physical interventions in space, whether these are great urban and architectural complexes or astonishing infrastructural projects. However, what seems to be forgotten, again, is the careful planning process that brought the interventions into being despite numerous problems of various kinds.Therefore, the key question is: How can planners bring this fascinating process and its results to the larger public and create a fuller understanding? This book intends to answer this question and create interest and curiosity for the field of spatial planning in a simple and clear manner. In A Planner's Encounter with Complexity we present various understandings of complexity and how the environment is considered accordingly. One of these considerations is the environment as subject to processes of continuous change, being either progressive or destructive, evolving non-linearly and alternating between stable and dynamic periods. If the environment that is subject to change is adaptive, self-organizing, robust and flexible in relation to this change, a process of evolution and co-evolution can be expected. This understanding of an evolving environment is not mainstream to every planner. However, in A Planner's Encounter with Complexity, we argue that environments confronted with discontinuous, non-linear evolving processes might be more real than the idea that an environment is simply a planner's creation. Above all, we argue that recognizing the 'complexity' of our environment offers an entirely new perspective on our world and our environment, on planning theory and practice, and on the raison d'être of the planners that we are. A Planner's Encounter with Complexity is organized into 17 chapters. It begins with the interplay of planning and complexity from the perspective of contemporary planning theory. It continues by critically assessing planning theory and practice in the light of the interdisciplinary debate regarding complexity thinking. As the book progresses, it positions itself ever closer to the perspective of complexity thinking, looking at the planning discipline 'from the outside in', clarifying the facets of complexity and its importance in planning. Finally, conceptual and theoretical developments towards more applied examples are identified in order to see the interplay of planning and complexity in practice. This book emphasizes the importance of complexity in planning, clarifies many of the concepts and theories, presents examples on planning and complexity, and proposes new ideas and methods for planning.

Book excerpt: The revised Swiss Spatial Planning Law, which came into effect in 2014, and the minimum strategy of ‘inward development before outward development’ obligate municipalities to direct their spatial development to ward existing, largely built-up spaces, and to coordinate building zone dimensioning across municipal boundaries. For many small- and medium-sized municipalities in Switzerland, this means changing thought patterns with regard to spatial planning practice. A major element of inward development is the constructional densification of existing settlement areas. However, especially in small- and medium-sized municipalities, densification is confronted with numerous problems, such as insufficient acceptance of dense building typologies, mobilisation obstacles for reserves secured under building law, and the lack of thought patterns concerning inward development. This is where the research in this volume sets in, leading to the hypothesis that inward development in the main settlement areas of Switzerland is possible, but that the existing formal instruments of spatial planning themselves are insufficient for this purpose. An estimation of the reserves in the Swiss Plateau shows that there is a theoretical capacity for accommodating around 0.5–1 million additional inhabitants there is without having to adjust the formal instruments. Around two-thirds of all reserves are located in smalland medium-sized municipalities with fewer than 10,000 inhabitants, which, moreover, make up 93% of all administrative units of the Swiss Plateau. In addition, it is estimated that half of the floor area reserves lie on already built-up, though underused, plots. In the main settlement area of Switzerland, a systematic ‘density eschewal’ is taking place in small- and medium-sized municipalities. In order to help inward development achieve a breakthrough in the main settlement area in Switzerland, informal procedures are needed in these municipal categories that result in a revision of local planning. In doing so, informal procedures should not negate the specific organisational form of small- and medium-sized municipalities, namely, the militia system of governance, but should rather adapt to this principle. An ‘inward development compass’ brings together the knowledge existing in the militia system of governance, forming the informal prelude to the ‘local planning revision of the third generation’ in small- and medium-sized municipalities. The inception of the revised spatial planning law and its stipulations on inward development and densification confronts the three large-scale areas of Switzerland with different challenges. Yet driven by changes in the fields of demographics, energy, and finances, the initial problems will manifest themselves most clearly in the Swiss Plateau. If the required transformation process is to succeed, a more pronounced orientation of policy and spatial planning towards the initial problems in small- and medium-sized municipalities is necessary.

Over its length of more than 2500 km, it connects the seaports of northern Germany with the Danube ports and Greek seaports. Seven capitals of EU member states are directly interlinked by the Corridor. At present however, it has genuine shortcomings in several aspects. The international working group Spatial and Transport Development in European Corridors: Example Corridor 22, Hamburg-Athens (2015-2018) trace the conditions for large scale, corridor oriented spatial and transport development in Europe and in particular along the Orient-East-Med Corridor. The contributions in the anthology also focus on the importance of transnational initiatives in Europe and on territorial effects of transport policies. These topics are illustrated by analyses of current transport initiatives and urban developments at the most important nodes along the Corridor, so called Hot-Spots. During the work process, the authors asked themselves, if and how a strategy for the Corridor can take effect for an integrated spatial and transport development between Hamburg and Athens. The common answer is clear: A strategy for the Orient-East-Med Corridor allows the organization of a more balanced flow of goods throughout Europe in the long run. In the southeast section, enormous land reserves in the close vicinity of railway stations can be activated for urban development. Strengthening the Corridors infrastructure thus has a huge potential to trigger spatial development and ultimately contribute to territorial and social cohesion throughout Europe.

Book excerpt: The 1982 statistics on the use of family planning and infertility services presented in this report are preliminary results from Cycle III of the National Survey of Family Growth (NSFG), conducted by the National Center for Health Statistics. Data were collected through personal interviews with a multistage area probability sample of 7969 women aged 15-44. A detailed series of questions was asked to obtain relatively complete estimates of the extent and type of family planning services received. Statistics on family planning services are limited to women who were able to conceive 3 years before the interview date. Overall, 79% of currently mrried nonsterile women reported using some type of family planning service during the previous 3 years. There were no statistically significant differences between white (79%), black (75%) or Hispanic (77%) wives, or between the 2 income groups. The 1982 survey questions were more comprehensive than those of earlier cycles of the survey. The annual rate of visits for family planning services in 1982 was 1077 visits /1000 women. Teenagers had the highest annual visit rate (1581/1000) of any age group for all sources of family planning services combined. Visit rates declined sharply with age from 1447 at ages 15-24 to 479 at ages 35-44. Similar declines with age also were found in the visit rates for white and black women separately. Nevertheless, the annual visit rate for black women (1334/1000) was significantly higher than that for white women (1033). The highest overall visit rate was for black women 15-19 years of age (1867/1000). Nearly 2/3 of all family planning visits were to private medical sources. Teenagers of all races had higher family planning service visit rates to clinics than to private medical sources, as did black women age 15-24. White women age 20 and older had higher visit rates to private medical services than to clinics. Never married women had higher visit rates to clinics than currently or formerly married women. Data were also collected in 1982 on use of medical services for infertility by women who had difficulty in conceiving or carrying a pregnancy to term. About 1 million ever married women had 1 or more infertility visits in the 12 months before the interview. During the 3 years before interview, about 1.9 million women had infertility visits. For all ever married women, as well as for white and black women separately, infertility services were more likely to be secured from private medical sources than from clinics. The survey design, reliability of the estimates and the terms used are explained in the technical notes.
