Book excerpt: This paper analyzes regional labor mobility in Finland using two complementary empirical approaches: a VAR proposed by Blanchard and Katz (1992) and a gravity model. The results point to a relatively limited regional labor mobility in Finland compared to the U.S. and to EU peers. The limited regional labor mobility is associated with persistent unemployment differentials across regions. Some impediments to regional labor mobility are exogenous, such as large geographical distances across regions and relatively sparse population density, and explain about 23 percent of the variation in labor mobility. Others can be influenced by policy, such as further increase in wage flexibiltiy and reduction of housing costs. These impediments explain about 60 percent of the variation in labor mobility. Greater regional labor mobility could help reduce regional unemployment differentials, improve job matching efficiency, and remove pressures from regional fiscal redistribution.

Book excerpt: This open access book discusses how, and to what extent, the legal and institutional regimes and the socio-cultural environments of a range of European countries (the Czech Republic, Denmark, Finland, Greece, Italy, Switzerland and the UK), in the framework of EU laws and policies, have a beneficial or negative impact on the effective capacity of these countries to integrate migrants, refugees and asylum seekers into their labour markets. The analysis builds on the understanding of socio-cultural, institutional and legal factors as “barriers” or “enablers”; elements that may facilitate or obstruct the integration processes. The book examines the two dimensions of integration being access to the labour market (which, translated into a rights language means the right to work) with its corollaries (recognition of qualifications, vocational training, etc.), and non-discriminatory working conditions (which, translated into a rights language means right to both formal and substantial equality) and its corollaries of benefits and duties deriving from joining the labour market. It thereby offers a novel approach to labour market integration and migration/asylum issues given its focus on legal aspects, which includes most recent policy changes and legal decisions (including litigation cases). The robust, evidence-based and comparative research illustrated in the book provides academics and students, but also practitioners and policy makers, with up to date knowledge that will likely impact positively on policy changes needed to better address integration conundrums.

The empirical analysis finds that house prices, labor market conditions, and the pervasiveness of labor market duality at the regional level are the main determinants for Spain’s regional mobility, while labor market institutions and policies play an important role at the national level. Policies that facilitate wage setting flexibility and reduce labor market duality could help enhance the functioning of the labor market, thereby promoting labor mobility. There may be also room for policies to incentivize people to move and provide support through targeted active labor market policies.

Book excerpt: Large regional disparities in labor market indicators exist in Central Europe and the Baltic region. Such disparities appear to be persistent over time indicating, in part, a lack of flexibility in the prevailing adjustment mechanisms. Internal labor mobility is often seen as an important instrument to reduce adjustment costs when other mechanisms fail. Drawing from a variety of data sources and utilizing a common empirical framework and estimation strategy, this study identifies patterns and statistical profiles of geographical mobility. It finds internal migration to be generalily low and highly concentrated among better-educated, young, and single workers. This suggests that migration is more likely to reinforce existing inequalities than to act as an equalizing phenomenon. By way of contrast, commuting flows have grown over time and are more responsive to regional economic differentials. The findings suggest the need for appropriate and country-tailored policy measures designed to increase the responsiveness of labor flows to market conditions.

Book excerpt: This Article IV Consultation highlights that Sweden’s growth is expected to slow in 2019, with material downside risks from the global economy and domestic demand. A data-dependent approach to monetary policy is appropriate. Although underlying inflation is expected to rise gradually, uncertainties around this outlook have widened. Automatic fiscal stabilizers should operate fully, and the surplus should decline to the new medium-term target by 2020. The fiscal surplus is estimated to have declined to just under 1 percent of GDP in 2018. The report also discussed that labor market reforms should enhance employment of migrants and the low skilled. The social partners should update wage formation to reflect structural changes in the Swedish economy. Reforms to improve housing affordability are needed even as macroprudential measures help contain household debt vulnerabilities. The tightening of amortization requirements is well-targeted, and its effectiveness should be monitored. Plans to eliminate rent controls on new construction should be complemented by phasing out controls on existing apartments.

Today, much European political discourse again evokes East/West civilisational divides and antagonistic geopolitical interests in EU-Russia relations. This book provides a carefully researched and timely analysis of this complex relationship and examines whether this turn in public debate corresponds to local-level experience – particularly in border areas where the European Union and Russian Federation meet. This multidisciplinary book - covering geopolitics, international relations, political economy and human geography - argues that the concept ‘limits to integration’ has its roots in geopolitical reasoning; it examines how Russian regional actors have adapted to the challenges of simultaneous internal and external integration, and what kind of strategies they have developed in order to meet the pressures coming across the border and from the federal centre. It analyses the reconstitution of Northwest Russia as an economic, social and political space, and the role cross-border interaction has had in this process. The book illustrates how a comparative regional perspective offers insights into the EU-Russia relationship: even if geopolitics sets certain constraints to co-operation, and market processes have led to conflict in cross-border interaction, several actors have been able to take initiative and create space for increasing cross-border integration in the conditions of Russia’s internal reconstitution.
