There is a diminishing income-generating labour supply and a low food production rate in areas which may be beset by drought, famine, HIV/AIDS or conflict. That agriculture is a viable sector for economic growth is posited on the fact that this sector provides a livelihood for some 70% of the region's population. Nevertheless the continent has failed to produce enough food for consumption. The acceleration of the process of globalisation has exacerbated the difficult and imbalanced agricultural environment, in which poor countries must operate, which, so this volume maintains, can only be addressed through integrated approaches at a regional level. Furthermore, the failure of so many international food relief programmes indicates that an approach harnessed by the regional bodies such as Nepad and SADC may be the most effective strategy to ensure the prospect of food security.

The paper concentrates primarily on the economic arguments while acknowledging that political motivations may often be the primary driving force behind RTAs. The second objective of the paper is to identify the potential role which regional integration arrangements might make to promoting food security among their members.

Book excerpt: Despite a long history of regional integration and a multiplicity of regional organizations in southern Africa, the effect of regional integration on economic growth and poverty reduction remains debatable or elusive. This causes many to doubt whether regional integration is in actual fact an effective poverty-reduction strategy. Accordingly, the focus of this book is to explore and analyze whether specific Southern African Development Community (SADC) trade integration policies, especially the trade liberalization regime, have produced economic growth and reduced poverty in the region. While it is generally agreed that economic growth is the panacea to poverty reduction, there is little evidence as to whether regional integration in Africa is associated with economic growth in the countries concerned and subsequently leads to poverty reduction. The book makes recommendations on how the SADC FTAs can contribute to poverty reduction and socioeconomic development, and goes on to suggest policy proposals on how to enhance the contribution of the FTAs to poverty eradication and economic development. It also identifies specific activities to be undertaken to enable supply-side and productive competitiveness interventions to support the FTAs and contribute to economic development. The potential constraints and negative impacts of the FTAs are investigated and highlighted, and possible solutions are recommended and motivated.

Book excerpt: Africa south of the Sahara (SSA) remains highly dependent on agricultural and food trade for its population’s wellbeing (Bouët et al, 2021). In particular, regional trade integration is crucial for food security in the region, where agricultural trade plays an essential role in regulating the supply and prices of food products and contributes to household food security. Food and nutrition security are among the main priorities established by SSA’s major regional integration agreements, including ECOWAS/ECOWAP; ECCAS/SAC; COMESA, and the AfCTA (CEDEAO, 2015; Matthews, 2003; AEC, 2018). Despite existing free trade agreements for agri-food products within regional areas, however, many trade barriers remain: weak transport and communication infrastructures, technical barriers to trade, abusive controls and illicit payments from corridors, costs and delays of customs procedures, information and exchange costs, and costs linked to local distribution and pricing policy of agri-foodstuffs. These barriers are also combined with the region’s current structural and institutional weaknesses. To tackle these obstacles and improve food security, appropriate actions and policies are required (Tinta et al., 2018; N’guessan et Béké, 2020). This proposal outlines specific recommendations for best practices in trade facilitation and related policies for improved food security in SSA countries, based on relevant recent research.

Book excerpt: The African agricultural and food market is expanding quickly as indicated by World Bank projections that show that the value of Africa’s agriculture and agribusiness industry is expected to more than triple to reach USD 1 trillion by 2030, compared to 2010 (World Bank, 2013). This provides an opportunity to not only boost trade in food and non-food agricultural commodities and services within the continent but also enhance food security in Africa. Regional integration is also gaining momentum as evidenced by progress in the creation of customs unions and the initial steps in setting up a common external tariff at the regional level in a number of regional economic communities (RECs) such as the East African Community (EAC) and the Economic Community of West African States (ECOWAS). The establishment of the African Continental Free Trade Area (AfCFTA) further reinforces the gains achieved in regional integration and opens new market opportunities for farmers and other economic operators.It has been shown that the export of higher value-added products made in Africa is greater in regional markets than in external markets outside Africa, which are typically dominated by raw material exports. However, more than a decade after the adoption of the Comprehensive Africa Agriculture Development Programme (CAADP) in Maputo in 2003 by the New Partnership for Africa’s Development (NEPAD) in response to the stagnation of African agriculture, Africa continues to remain a marginal player, accounting for only 2.7 percent of world trade in goods and 5 percent of world agricultural trade (Bouët and Odjo, 2019).These figures are likely to trend downwards significantly in the near term due to the economic shock caused by the onset of the COVID-19 pandemic in 2020. The continent currently depends to a significant degree on extra-African sources for imports of food and agricultural products. The share of intra-African agricultural trade has been consistently below 20 percent in recent decades (Bouët and Odjo, 2019; AGRA, 2019). Comparable figures for intraregional agricultural trade are higher for Asia and Europe (more than 60 percent).

It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. Book excerpt: This synthesis report draws on three regional policy reports prepared under the scope of the Trade Knowledge Network's project on Food Security and Trade describing and analyzing the policies responses adopted by countries and (less often) regional organizations to deal with the 2006-08 global food prices crisis. These policy responses are assessed in terms of their economic sustainability and impacts on trade and regional integration. Concerns over food security are not easily dealt with by a trade agenda oriented towards the objective of liberalizing trade and investments flows and reducing distortions caused by protectionist and subsidy-intensive policies. The presence of extensive production subsidies in the world's richer countries, the lack of mechanisms to reduce food vulnerability in least-developed countries and the sensitivity of agricultural prices to speculative activities in the world commodities exchanges converge to make agriculture a fertile policy arena for the dissemination of unilateral or bilateral initiatives that result in state management of international trade and investment flows. Reconciling trade and food security depends mainly on negotiations and agreements at the multilateral level, but the regional dimension of cooperation can play a role in reducing the uncertainty and costs faced by developing countries in periods of crisis that challenge economic security in any of its dimensions (food, energy, etc.).
