Book excerpt: The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. The fifteen chapters in this volume by leading political scientists, political economists, and legal scholars explore the scope and limits of the new intergovernmentalism as a theory of post-Maastricht integration and draw conclusions about the profound state of political disequilibrium in which the EU operates. The book presents comparisons between South American and EU integration structures and policies featuring the supranational executive bodies concerned, the judicial structures, the legislative functions and the monetary systems plus common foreign and security policy and common social and development policy of both entities: three supranational institutions and three common policies that define a regional bloc. To avoid diffusing the research, only one of those dimensions receives a deeper analysis: the supranational executive bodies comparison. The second part of this book introduces the Game Theory, a shared-decision model with two or more players that have different priorities for the same decision. The Game Theory analysis is used here to evaluate two typical scenarios of South American regional policy conflicts, pointing out the important role of the exertion of supranational executive power to foster the integration process. The conclusions focus on the main challenges: the existing asymmetries between South American states and the lack of a clear leadership in the region; giving a positive assessment to the new functional approach taken by South American nations. This approach could offer them good chances to foster regional development and allow progress of South American integration. The final comments propose new fields for the Game Theory technique in the integration process analysis.

While shortly after these events the victory of democracy was celebrated or even the “end of history” proclaimed (Fukuyama), it soon became clear that these rather optimistic assumptions could not be sustained. Huntington (1993) predicted conflicts along cultural lines and Alvin and Heidi Toffler (1994) assumed these conflicts would take the form of asymmetric warfare leading to the phenomenon of “failed states” which, according to Chomsky (2006), present a threat to democracy. Asymmetric warfare, cultural conflicts and failed states have all already left their impact on the young 21st century. Yet the same period of time has also seen unprecedented global integration, in the economy, but in terms of human personal exchange as well, largely fueled by new communication technologies. However, the emerging “global village” seems to bear more characteristics of a Hobbesian state of nature than of a global civilization. Furthermore, as there are an ever increasing number of issues which can obviously only be addressed on a transnational basis, it becomes necessary to supplement global economic integration with an adequate political framework. Both India and the European Union are prime examples of political integration, the former for national and the latter for regional integration. However, one of the presumptions of this dissertation is that in both cases complementary forms of political integration can be identified: while in India national integration necessitated regional integration, the European Union may well be on its way toward a European super- state. The term “model” has two connotations: (1) it describes a distinguishable set of characteristics, and (2) it contains a (usually positive) qualitative aspect, something that could/ should be followed or imitated. While in the case of India and the European Union the first connotation is rather obvious as two distinctive types of integration can be identified, this dissertation not only attempts to analyse these different types but also to verify whether the second connotation can be applied or not. As the hypothesis is that in both types elements of the other will be identifiable, the focus rests upon discovering certain patterns of integration while at the same time appreciating the differences.
