This has led to the development of static models that rarely work outside of the immediate context in which they were developed and therefore risk leading to design of policies that are not fit for purpose. This Policy Expo is the result of work with partners in Europe, South America, Africa, Asia and Australia to develop a new approach, the ORPHIC Framework, to think about how the university can be adapted to the specificity of institutional and local contexts. Through 11 empirical chapters, the authors not only chart the diversity among case institutions, engagement mechanisms, and regional contexts but also use that diversity to advance a novel conceptual framework, centered on the process of mundaneness, for unpacking university-regions’ everyday activities, taking into account the dynamic, complex, and co-evolving interplay between (a) key social agents and institutions, (b) the contexts in which they are embedded, as well as (c) the historical trajectories and strategic ambitions underpinning context-specific social arrangements and interactions that are mediated by temporal and spatial dimensions. Drawing on evolutionary economic geography, innovation studies, management and organization studies, and historical perspectives, the volume advances a new mode of understanding university-regional engagement as a form of extendable temporary coupling, which also helps to address perennial policy and managerial questions alike of what to do with universities that do not serve local labour market needs and/or are located in regions suffering from brain drain. No other organisation in the region has quite such a scale and diversity of engagements and impacts. This book examines the nature of some of these impacts for a set of European universities in their regional contexts. The book is the result of a European Union funded Marie Sklodowska-Curie Actions Innovative Training Network on the Role of Universities in Innovation and Regional Development (RUNIN). The network ran from 2016 to 2020 and supported 14 early-career researchers who undertook their doctoral training in the network. It builds on collaboration with the European Consortium for Innovative Universities (ECIU). The case studies show the wide array of roles which universities can take in their regions. Even though the universities share the same ambition and, as members of the ECIU, have similar profiles, the regional and national contexts in which they find themselves have implications for the types of activities which they do, the effects of these activities, and the way in which they are received both at the university and in the surrounding region.
