The 2019 Regional Outlook discusses the underlying causes of economic disparities across regions and highlights the need for place-based policies to address them. The geographical patterns of public discontent are closely related to the degree of regional inequalities and policies to address public discontent need to have a place-based dimension. Place-based policies will become even more important in the future due to several technological, demographic and environmental megatrends. This Regional Outlook emphasises that all regions will be affected by these megatrends, but their effects will vary from region to region, even within the same country. Appropriate policy responses need to take this diversity into account and should be tailored to the region-specific impacts of global megatrends. Insofar as possible, this Regional Outlook presents steps that policy makers can take today to make the next generation of regional policies fit for the future.

More importantly, growth is projected to decline in 2019–20 in the United States and China, which are LAC’s two main trading partners. The ongoing sluggishness of global growth and trade is affecting export growth in LAC, posing significant headwinds to the outlook. External demand for the region remains subdued, with trading partner growth (including China, Europe, other LAC countries, and the United States) projected to decline in 2019, before recovering modestly over the medium term. Moreover, commodity prices (notably energy and metals), key drivers of growth in LAC in the past, are projected to decline with a likely modest negative impact on regional growth going forward.

Last year, activity finally bounced back, lifting GDP growth in 2021 to 4.7 percent. But growth in 2022 is expected to slow sharply by more than 1 percentage point to 3.6 percent, as a worldwide slowdown, tighter global financial conditions, and a dramatic pickup in global inflation spill into a region already wearied by an ongoing series of shocks. Rising food and energy prices are impacting the region’s most vulnerable, and public debt and inflation are at levels not seen in decades. Against this backdrop, and with limited options, many countries find themselves pushed closer to the edge. The near-term outlook is extremely uncertain as the region’s prospects are tied to developments in the global economy and with a number of countries facing difficult sociopolitical and security situations at home. Within this challenging environment, policymakers must confront immediate socioeconomic crises as they arise, while also endeavoring to reduce vulnerabilities to future shocks, building resilience. Ultimately, however, the region’s safety and prosperity will require high-quality growth and the implementation of policies that will set the stage for a sustainable recovery, helping countries move away from the edge.

Since October 2017, global growth outcomes and the outlook for 2018–19 have improved across all regions, reinforced by the expected positive near-term spillovers from tax policy changes in the United States. Accommodative global financial conditions, despite some tightening and market volatility in early February 2018, have been providing support to economic recovery. Higher commodity prices are contributing to an improved outlook for commodity exporters. The US and Canadian economies posted solid gains in 2017 and are expected to grow above potential in the near term. Despite the improved near-term outlook, however, medium-term prospects are tilted downwards. Growth prospects for advanced economies are subdued and many emerging market and developing economies are projected to grow in per capita terms more slowly than advanced economies, raising concerns about income convergence. While risks appear broadly balanced in the near term, they skew to the downside over the medium term, including a possible sharp tightening of financial conditions, waning popular support for global economic integration, growing trade tensions and risks of a shift toward protectionist policies, and geopolitical strains.

While leading indicators have recently begun to ease, they remain at high levels. Accordingly, the forecast is for growth to stay strong, reaching 2.6 percent in 2018 and 2.2 percent in 2019. Amid the good times, however, fiscal adjustment and structural reforms efforts are flagging.

Chapter 2 looks at competitiveness in the region, analyzing the substantial trade integration that accompanied the recent period of high growth, and policy actions to nurture new sources of growth. Chapter 3 looks at the implications for the region of persistently high income and gender inequality and ways to reduce them.
