The book presents, in depth, the dual relationship between the EU and the Western Balkans. On the one hand it displays the continuous EU role in the Western Balkans, in particular in issues such as: the EU accession criteria; the EU approach and enlargement strategy; the visa liberalization process; the Stabilization and Association Process; the Stabilization and Association Agreements; instruments of financial assistance; the EU role in restoring and keeping peace and stability and in increasing the regional cooperation among the Western Balkans countries. On the other hand, it presents and analyses the progress the Western Balkans have achieved and the challenges faced such as: initially with the implementation of the bilateral Free Trade Agreements and then the regional Free Trade Agreement and the Stabilization and Association Agreements; nature and effects of these agreements in developing markets, in increasing trade exchanges among the Western Balkans countries; the progress each country has made toward lasting growth and in fulfilling the criteria of the EU integration process. The book reflects the regional approach of EU towards those countries while differentiating the individual progress in each country. This gives the book an interdisciplinary character. The latest enlargement experiences of the EU are used as a comparison for the current EU policy towards Western Balkans, while confirming a clear integration perspective for the region.

Yet, there is growing tendency to give priority to friendliness at bilateral relations, and underestimate the role of regional cooperation. The role of regional cooperation for Kosovo (2004) in the light of unresolved status and running political agenda "Standards for Kosovo" is a matter of big discourse. Tis work argues that regional cooperation can bring stability to the region and Kosovo. Create a necessary environment for development and growth and ultimately help Kosovo achieve economic and political progress required under EU conditionality and as such result in the EU membership.

Book excerpt: This work focuses on the pivotal role that regional cooperation policies, initially launched by the EU and later owned by the region, play in the stability and on the process of European integration for the Western Balkans countries. It aims to evaluate the functionality and effectiveness of these policies and to assess their impact on one particular country, Albania. The research question is the degree to which these regional cooperation policies have influenced on the development of domestic sectors in Albania. In order to empirically measure the results, three main indicators are taken into consideration and evaluated. This work suggests that the regional cooperation initiatives have brought positive outcomes and have developed many sectors in Albania, which the country alone could have not have achieved due to its limited size and economy. Cross-border trade, infrastructure, transport and free movement of persons are undeniably ameliorated in the case of Albania as a result of regional cooperation policies. The success of these policies is mainly to be observed on the creation of political consensus and stability for the whole region.

The promotion of dialogue, grassroots movements, civil society and cross-border projects is needed in order to tackle unresolved problems in the region.

Book excerpt: The year 2008 will be a decisive one for the process of regional cooperation in South East Europe (SEE). First, the transition from the Stability Pact to the Regional Cooperation Council (RCC) will become effective with the establishment of the RCC and its Secretariat in Sarajevo, indicating a major evolution towards more regional ownership. Secondly, the renewed and reframed Central European Free Trade Agreement (CEFTA), or CEFTA 2006, will officially enter into force for all parties. Third, the Slovenian European Union presidency will endeavor to reaffirm the 2003 EU Thessaloniki Agenda, and work towards the completion of the network of Stabilization and Association Agreements and the enhancement of regional cooperation in several areas. This book addresses the challenges and prospects of regional cooperation in SEE by considering the increased diversity in the region, the new divisions and contradictions induced by the latest round of EU enlargement, the coexistence of numerous cooperation programs, and the still unresolved hard security issues. The book also discusses why SEE countries should embrace the process of wider regional cooperation that goes beyond too-narrowly conceived regional frameworks. A pan-European approach links SEE with countries in the Black Sea region, the Caucasus, Central Europe, and the Mediterranean basin. Upgraded and broadened regional cooperation in SEE would not interfere with, but rather complement and reinforce, EU integration and the European Neighborhood Policy (ENP), requiring both innovative thinking and the careful recalibration of previous regional initiatives.
