Book excerpt: This report synthesizes the rich insights of the first Regional Conference on Investing in Tourism for an Inclusive Future: Challenges and Opportunities (26-27 October 2016, Petra, Jordan). Jointly organized by the World Tourism Organization (UNWTO), the European Bank for Reconstruction and Development (EBRD) and the Ministry of Tourism and Antiquities of Jordan, the event advanced understandings of how investments in the Southern and Eastern Mediterranean (SEMED) region can harness tourism's potential to foster inclusive growth and sustainable development in the broadest sense - economically, socially, culturally and environmentally. The report highlights the Conference's discussions on three priority areas, and the role of finance in achieving these priorities: access to training and employment opportunities; supporting local micro-, small- and medium-sized enterprises; and resource and energy efficiency. By identifying challenges, lessons learned and key recommendations, the Conference culminated in the Petra Declaration - a call to action to build a more inclusive, sustainable tourism sector.

Book excerpt: This comprehensive volume seeks out ways in which those who are typically marginalized by, or excluded from, tourism can be brought into the industry in ways that directly benefit them. It addresses the central questions asked by an inclusive tourism approach: Who is included? On what terms? With what significance? Tourism is often understood and experienced as an exclusive activity, accessible only to the relatively wealthy. This volume seeks to counter that tendency by exploring how marginalized groups can gain more control over tourism. The book starts by defining the concept of inclusive tourism and discussing seven different elements which might indicate inclusivity in tourism. Research from a wide range of geographical contexts – from Cambodia to Australia, Sweden, Turkey and Spain – have been drawn upon to illustrate the need for more inclusive tourism. The examples encompass the actions of a multinational tour operator, hotel owners, and social enterprises, while also examining how to ensure tourism is accessible for those with disabilities. Inclusive tourism is offered here as both an analytical concept and an aspirational ideal. The authors hope that this book inspires a restless quest to find ways to include new actors and new places in tourism on terms that are equitable and sustainable. The chapters were originally published as a special issue of the journal Tourism Georgraphies.

Book excerpt: In 2004, the United States, five Central American countries, and the Dominican Republic signed the Central American Free Trade Agreement (CAFTA), signaling the region’s commitment to a neoliberal economic model. For many, however, neoliberalism had lost its luster as the new century dawned, and resistance movements began to gather force. Contesting Trade in Central America is the first book-length study of the debate over CAFTA, tracing the agreement’s drafting, its passage, and its aftermath across Central America. Rose J. Spalding draws on nearly two hundred interviews with representatives from government, business, civil society, and social movements to analyze the relationship between the advance of free market reform in Central America and the parallel rise of resistance movements. She views this dynamic through the lens of Karl Polanyi’s “double movement” theory, which posits that significant shifts toward market economics will trigger oppositional, self-protective social countermovements. Examining the negotiations, political dynamics, and agents involved in the passage of CAFTA in Costa Rica, El Salvador, and Nicaragua, Spalding argues that CAFTA served as a high-profile symbol against which Central American oppositions could rally. Ultimately, she writes, post-neoliberal reform “involves not just the design of appropriate policy mixes and sequences, but also the hard work of building sustainable and inclusive political coalitions, ones that prioritize the quality of social bonds over raw economic freedom.”
