Book excerpt: This is the final version of the Report of the Regional Commission for Fisheries/Fisheries and Resources Monitoring System (RECOFI–FIRMS) Data Call Workshop – Updating stocks and fisheries inventories, Virtual Meeting, 3–4 August 2021. This workshop focused on the update of the RECOFI–FIRMS national inventories on fisheries and the development of the RECOFI inventory on marine resources based on its priority species. Recommendations from the workshop included: i) the nomination of a National Focal Points (NFPs) for Minimum Data Reporting (MDR) and for the Fisheries and Resources Monitoring System (FIRMS), who would closely collaborate; ii) an increased collaboration with the FIRMS Secretariat towards the compilation and publishing of up-to-date marine resource and fisheries inventories and fact sheets; and iii) the utilization of the RECOFI–FIRMS inventories and templates for any submission of national stock information to the Working Group on Fisheries Management (WGFM).

Book excerpt: In recognition of the fisheries sector’s contributions and responsibilities to the global goals, the Sustainable Development Goal Target 14 - Conserve and sustainably use the oceans, seas and marine resources for sustainable development - includes a target and monitoring indicator specifically related to the sustainability of fish stocks which aims to monitor the proportion of fish stocks within biologically sustainable levels in order to achieve the target of restoring fish stocks in the shortest time feasible. As part of a larger workshop series on the SDG 14.4.1, the community of Regional Commission for Fisheries (RECOFI) countries were invited to participate in a special 3-hour introductory session on 5 August 2021 to present the indicator and reporting process, and participate in discussions towards a reference list of stocks for each country and for the region.

Book excerpt: Forty participants from the Islamic Republic of Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates participated in the RECOFI Data Workshop Series: Minimum Data Reporting (MDR) regional database, RECOFI-FIRMS stocks and fisheries inventories and SDG Indicator 14.4.1: Proportion of fish stocks within biologically sustainable levels. The workshop reviewed the MDR indicators and priority species list for endorsement, reviewed the presentation of pilot MDR RECOFI regional database and adopted an MDR data submission template. With regards to the RECOFI – FIRMS stocks and fisheries inventories, the workshop acknowledged the progress made so far and recommended that the Member Countries finalize and publish the RECOFI Fisheries inventory. The workshop also recognized the importance of publishing the work on the priority species presented at each meeting of the WGFM under the RECOFI - FIRMS collection as marine resource fact sheets. The workshop discussed the focal points list for MDR/FIRMS that will be circulated to Member Countries for finalisation and further discussed at the next meeting of the WGFM and approved at the next session of RECOFI. On SDG 14.4.1, the workshop agreed that the SDG 14.4.1 focal point list would be verified and validated and RECOFI Members’ reference list of stocks would be confirmed as either shared, transboundary and national, and communicate any issues with the outcomes.

Book excerpt: The report of the Working Group on Fisheries Management (WGFM) was addressed, as well as the the outcome of the third and fourth meetings of the WGFM, stock status reporting and review of capture fisheries statistics, and unreported and unregulated (IUU) fishing in the region. The Commission agreed to adopt the FAO/RECOFI joint WGA and WGFM regional strategy on spatial planning for marine capture fisheries and aquaculture and, within available resources, to provide the necessary support for follow-up action for the strategy's implementation. The Commission adopted its first fisheries management recommendation on minimum data reporting in the RECOFI area and agreed that the recommendation would take effect on 1 January 2012. The Commission agreed on a threefold increase of the Members' annual contributions from 2013 provided that all arrears were liquidated by 31 December 2011. The Commission discussed and approved the programme of work for the WGA and the WGFM.

Book excerpt: The Special Meeting on Consolidation and Development of the Regional Commission for Fisheries (RECOFI) was held at FAO headquarters in Rome, Italy, from 11 to 12 May 2010. The objective of the special meeting was to consider ways and means to enhance the role of RECOFI as a regional fisheries management organization. The meeting participants reviewed the preliminary findings of a technical review on the work and operations of the Commission. In addition, comparative information was provided on the statutes, budgets and structures of the General Fisheries Commission for the Mediterranean (GFCM), the Indian Ocean Tuna Commission (IOTC) and RECOFI. The meeting considered the financial status of RECOFI and future scenarios for the consolidation and development of the Commission with particular focus on the significant difference between Members' contributions and the total expenses of the Commission. The history and present structure of the GFCM was presented to the participants who agreed that the future strengthening of their own Commission would certainly benefit from the experience of the GFCM. The meeting agreed unanimously that RECOFI required strengthening to make it a more effective and legitimate organization. The meeting agreed to make three broad recommendations in relation to the future technical and institutional work of RECOFI and its financial needs. The proposals and recommendations from the meeting will be for consideration by the Commission at its Sixth Session in 2011.

Book excerpt: This document contains the report of the fourth meeting of the Regional Commission for Fisheries (RECOFI) Working Group on Fisheries Management (WGFM), which was held in Muscat, Sultanate of Oman, from 3 to 5 October 2010. The Working Group considered and made decisions on matters concerning the Programme of Work and Budget for the 2011-12 biennium for the WGFM including a review of the regional strategy and priorities for regional fisheries management, the outcome of the Special Meeting on RECOFI Consolidation and Development that took place at FAO headquarters, Rome, Italy, in May 2010, and stock status reporting in support of longterm sustainable fisheries management in the RECOFI region. Significantly, the WGFM adopted a Recommendation on Minimum Data Reporting in the RECOFI Area. This is the first Recommendation adopted by the WGFM. If accepted by RECOFI, it will become binding on Members of the Commission. The WGFM also considered a proposal by the Sultanate of Oman in relation to a proposal for a feasibility study to review the development of a regional database on violations, establish a list of vessels authorized to fish by RECOFI Members and promote the establishment of a regional fisheries monitoring, control and surveillance information exchange scheme. Finally, the WGFM reviewed the outcomes of the Tripartite Meeting on Fisheries Management Cooperation in the Northern Area of RECOFI that was held at FAO headquarters, Rome, Italy, in May 2010, and the FAO/INFOSAMAK Seminar on Fish Trade and Illegal, Unreported and Unregulated Fishing in the Near East and North Africa that took place in Agadir, Morocco, in June 2010. Other important decisions made by the WGFM included the election of a new Chairperson, the agreement to propose to the Commission that the WGFM meet annually rather than on a biennial basis and that a special meeting of the Working Group be convened immediately prior to the May 2011 session of the Commission.
